Definition

Under general supervision of the Community Development Department (CDD) Planning Services Manager, the Planner II performs a variety of current, short term and long-range planning functions. This includes, but is not limited to, evaluation of project designs, making recommendations and decisions on planning entitlements and developing effective responses and solutions to land use and development issues. Routinely assists with writing amendments to the zoning codes, design standards and the SRPMIC General Plan. The Planner II assumes a leadership role in reading and understanding construction documents, analyzing planning issues, interpreting codes and policies then makes project recommendations that are consistent with the Community land use goals and objectives. Proactively communicates planning and land use information effectively with others including land owners, Community Members, the Tribal Council, Community government staff members, developers and other stakeholders. Assists with the Planning Division's critical land use Community outreach and education efforts. This job class is treated as FLSA Exempt.

Distinguishing Features : The Planner II is distinguished from the Planner I job class by assuming more difficult projects and responsibilities and performing special planning tasks of more moderate difficulty than would normally be assigned to the Planner I job class. Receives less direct and immediate supervision compared to the Planner I and assists the Senior Planner and Planning Services Manager in mentoring the Planner I staff.

Essential Functions: Essential functions may vary among positions and may include the following tasks and other characteristics. This list of tasks is ILLUSTRATIVE ONLY and is not intended to be comprehensive list of tasks performed by all positions in this classification.

Examples of Tasks

1. Reviews land use and development applications including site, landscape, grading plans, drainage plans and architectural designs for compliance with Community codes, policies, standards and good planning principles.

2. Creates recommendations and draft reports for various Community Council appointed Board(s) and committees including the Land Management Board, Design Review Committee and the Community Council.

3. Assists the Planning Services Division with meeting long-range planning objectives for the Community by completing planning related tasks that may include, but are not limited to, the following:
  • Zoning text amendments
  • General Plan amendments
  • Developing area plans for various geographic areas within the Community
  • Drafting Zoning interpretations


4. Contributes to establishing procedures and techniques for gathering, analyzing and compiling statistics on Community socio-economic data, census information, land use patterns, demographic data, population statistics, housing information, land ownership and other planning issues.

5. Coordinates zoning action cases for the Land Management Board and Tribal Council public hearings in accordance with the Community's ordinances and policies.

6. Prepares presentation materials utilizing various software packages and GIS maps. Performs other tasks to facilitate successful meetings.

7. Works with SRPMIC governmental staff, developers, contractors, landowners and others to answer questions about zoning requirements and the land use development review process and procedures. Ensures applicants are in compliance with the Community's ordinances, policies and department processes and procedures concerning land use planning and development.

8. Conducts project construction inspections with building inspectors to ensure compliance with approved project aesthetic goals and objectives.

9. Assists the Senior Planner and Planning Services Manager with mentoring the Planner I staff. Assists with division workflow and special independent projects as assigned.

10. Performs other job related duties as assigned by the Planning Services Manager or CDD Director.

Knowledge, Skills, Abilities and Other Characteristics :
  • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
  • Knowledge of the purpose, current issues, projects, organization, policies and responsibilities of the CDD Planning Division.
  • Knowledge of the Community's short and long term land use policies, practices and procedures.
  • Knowledge of a variety of types of zoning codes and design policies and standards.
  • Knowledge of the Community's land use policies and practices.
  • Knowledge of project management methods and norms.
  • Knowledge of methods for achieving superior urban design in the built environment.
  • Knowledge of "green" building strategies and types that can be used within design standards and zoning codes to assist in achieving sustainable development.
  • Knowledge of design concepts especially related to Pima and Maricopa themes.


  • Skill with excellent written and verbal communication.
  • Skill and confidence with giving public presentations to audiences with varying levels of support and understanding.
  • Skill with Microsoft Office software applications, including MS Office, and familiarity Geographic Information Systems (GIS) applications.
  • Skill with Microsoft Project and Microsoft SharePoint programs.
  • Skill developing and maintaining effective working relationships with consultants, land use and development professionals, Community Members and landowners.
  • Skill facilitating positive change relating to the Community's land use goals.
  • Skill analyzing problems and identifying alternative solutions to projects.


  • Ability to effectively listen, communicate and build positive relationships with fellow employees, the development community, Community Members, the Tribal Council and various boards and commissions.
  • Ability to adapt to changing work situations and assignments.
  • Ability to work independently, use initiative and make solid work judgments.
  • Ability to lift and carry 25 lbs.


Minimum Qualifications

  • Education & Experience: A Bachelor's degree from an accredited college or university in Planning, Architecture, Environmental Design, Geography, Landscape Architecture or closely related field AND a minimum of 3 years of demonstrated successful work experience in the land use planning and development field including zoning and design review work.


  • Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.


  • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.


Special Requirements

  • Special Requirements: May be required to work beyond normal work hours including nights, weekends or holidays.
