Overall Job Objective

Position Description

This position is in the Treatment Division (located at Tres Rios on Ina and I10) within the Regional Wastewater Reclamation Department.

Salary Grade: 33

Performs department-level buying work within a County department purchasing a variety of supplies and equipment; locating competitive sources and prices for products and services, and assisting in all other purchasing functions, quotes and contract activities.

An assessment may be administered.

Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)

Receives and reviews purchase requisitions for completeness and accuracy of information for a variety of general merchandise orders made by a department;
Establishes and maintains phone, mail, or personal contact with vendors and their representatives;
Interviews vendors and develops lists of vendors for type of goods purchased and to whom requests for bids are to be sent;
Locates and keeps records of sources of supply for various supplies and equipment;
Secures quotations and places orders for purchases when bids are not required;
Reviews journals and publications to become familiar with new products and sources of supply;
Maintains files of current catalogs, specifications and prices;
Discusses purchases, and product needs and product quality with other departments;
Assists departments in filling order specifications for accuracy and in assuring conformity to County purchasing regulations;
Expedites shipments and deliveries by following up with vendors, trucking companies, railroads, and other common carries;
Gathers information for bid specifications;
Issues delivery orders.

  • laws, policies, and regulations pertaining to governmental purchasing procedures.

  • evaluating goods or substitutes at weight prices, quality, delivery, and other functions effecting purchases;
  • analyzing and anticipating the purchasing needs of departments and agencies;
  • negotiating with vendors and suppliers;
  • maintaining records.
Minimum Qualifications

Two years of professional buying experience.

(Course work from an accredited college or university in business, purchasing, materials management, or a closely related field as determined by the appointing authority at time of recruitment may substitute.

  1. Knowledge of laws, policies and regulations pertaining to purchasing procedures.
  2. Experience expediting shipments and deliveries by following up with vendors and freight carriers.
  3. Experience in industrial purchasing using a computerized system.
  4. Experience gathering specifications and relevant information for bids.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/score against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidates from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
