DEFINITION:
The System Programmer is responsible for writing and maintaining programs at a systems level, which entails initial design, data, capture, storage, and final data reporting. The Systems Programmer is also responsible for disk utilization, queue management, the maintenance of existing and out-sourced systems, and the maintenance of user accounts on the mainframes and file servers. Performs job related duties as assigned.
ESSENTIAL FUNCTIONS:
1. Analyzes, evaluates, develops, documents, and implements computer system programs for administrative applications/reports.
2. Assists the Systems Manager to develop standards for software, to interface systems software with the hardware configuration, to provide technical guidance relating to the operating system to all members of the operating staff, and to install and maintain operating systems.
3. Upgrades systems, provides for year-end rollovers, maintains and updates user accounts on the mainframes and files serves.
4. Reviews and adjusts disk utilization and queue management.
5. Communicates with the Data Processing Manager and/or Systems Manager to determine priority, economy, staffing, and resources required for projects.
6. Provides application training to users.
7. Assumes responsibility of system manager in his/her absence.
POSITION TITLE: Systems Programmer
QUALIFICATIONS:
1. High School diploma or GED. Technical school training or an AA degree in computer science is preferred.
2. Two years experience as a Systems Analyst which involved substantial system analysis and design work, flow charting, documenting testing and debugging complex programs, examining procedures and developing a comprehensive system, are required.
3. Knowledge of the operating systems and communications networks currently in use by this position is required. Knowledge of secondary school application requirements is preferred.
4. Ability to develop flowcharts, devise workflow sequence, prepare reports, exercise good judgment when selecting from alternatives when designed an optimal system, make decisions on the basis of facts in order to design systems within machine capabilities, consult with managerial and programming personnel to clarify program intent, and indicate problems and suggest changes.
5. Ability to communicate with and instruct others, using both technical and non-technical language, as appropriate, to explain complex subjects and processes.
6. Ability to exercise initiative and judgment in working independently.
7. Ability to listen well, and communicate effectively with diverse employees of the District.
