    TITLE: Finance and Operations Specialist

    CLASSIFICATION: Classified Exempt

    REPORTS TO: Director of Finance

    SUMMARY: Finance and Operations Specialist will perform bookkeeping duties and accounting functions within District, USFR, and GASB compliance.

    PERFORMANCE RESPONSIBILITIES:
    1. Compose correspondence and portions of special projects and reports.
    2. Monitor and analyze budgetary accounts and advise department administrator on the status, variations, and cause for deviations.
    3. Assist in budget projections and new fiscal year preparations.
    4. Provide training to new and existing staff in appropriate areas as directed by direct supervisor.
    5. Post accounts payable vouchers.
    6. Assist procurement with the development of bid packets and requests for proposals and qualifications.
    7. Reconcile district bank accounts monthly.
    8. Assist with monthly board document preparation.
    9. Aid with annual audits.
    10. Attend professional development to ensure current knowledge of USFR compliance and accounting practices.
    11. Supervise staff as determined by the Director of Finance.
    12. Review requisitions for account code accuracy.
    13. Assist in the submission of grant and Medicaid reimbursements.
    14. Reconcile district fixed assets monthly.
    15. Perform other job-related duties as assigned.
    EDUCATION:
    A bachelors degree in accounting, business administration or a related field is preferred, though relative school district finance experience will be considered in lieu of a 4-year degree.

    EXPERIENCE:
    Three years of experience with accounting, budgeting or fiscal activities, including using automated financial systems.

    SKILLS/KNOWLEDGE/ABILITIES:
    • Preferably either education or experience will include the utilization of computer software for fiscal and budget reporting and record keeping.
    • Strong oral and written communication skills are required.
    • A high level of English proficiency is required.
    • Ability to communicate the department practices orally and in writing.
    • Ability to work with complex situations and procedures in financial-accounting reports.
    • Ability to organize, analyze, and interpret technical data.
    • Ability to use 10-key calculator with a high degree of accuracy.
    • Ability to use a computer for word processing, spreadsheets (Excel) and data entry with a high degree of proficiency.
    • Ability to work with a high degree of accuracy, and attention to detail.
    • Ability to use independent judgment in setting priorities and making decisions.
    • Ability to use discretion in handling confidential information.
    WORKING CONDITIONS:
    The work environment is the normal office setting.

    TERMS OF EMPLOYMENT:
    Twelve-month year, Professional Exempt, employee benefits in accordance with Board policies.

    EVALUATION:
    Performance to be evaluated in accordance with Board policy on evaluation of classified staff.
