    CLASSIFICATION: Supervisor

    REPORTS TO: Director of Finance

    SUMMARY:
    The Procurement and Asset Supervisor will be responsible for district property and assets and for cost-effective purchases for the District within District guidelines, the Arizona Administrative Code and the USFR.

    PERFORMANCE RESPONSIBILITIES:
    1. Supervise purchasing, warehouse and courier operations.
    2. Initiate and prepare requests for proposals (RFPs), requests for qualifications (RFQs), bids and other related documents including notices, instructions, advertisements and Governing Board agenda items based on District needs, the Arizona Administrative Code and the USFR.
    3. Monitor vendor purchases for compliance to District policy and procurement code.
    4. Maintain an up-to-date bid and RFP calendar.
    5. Work collaboratively with District staff and vendors in establishing specifications for products and/or services.
    6. Maintain an up-to-date vendor and bid files in compliance with State Record Retention Guidelines.
    7. Study price trends and market conditions while staying informed and current of available sources of supplies and new products.
    8. Initiate, maintain, and provide to all pertinent staff a listing of sources and cost of frequently purchased items.
    9. Receive and process requisitions expeditiously verifying the account coding, funding source, and vendor.
    10. Direct all activities of the warehouse including the receipt, storage and distribution of supplies and equipment.
    11. Be responsible for the annual inventory of fixed assets, asset retirements and update accordingly to comply with GASB and insurance standards.
    12. Conduct timely and proper disposal of surplus equipment and materials according to District policy and the Arizona Administrative Code R7-2-1131; maintain inventory on surplus equipment until disposal.
    13. Coordinate the routine delivery of all goods and materials from the District office to ensure timeliness and accuracy.
    14. Provide ongoing training in procurement guidelines, warehouse ordering, inventory processes and asset management for District employees, as needed.
    15. Attend professional development to ensure a current knowledge of A.A.C. compliance and procurement practices.
    16. Perform other job-related duties as assigned.
    EDUCATION:
    Bachelors degree in business is preferred, though relative public procurement and fixed asset experience will be considered in lieu of a 4-year degree.

    LICENSES OR CERTIFICATIONS:

    EXPERIENCE:
    Related experience in public procurement and fixed assets preferred.

    SKILLS/KNOWLEDGE/ABILITIES:
    • Strong oral and written communication skills are required.
    • A high level of English, both written and spoken, proficiency is required.
    • Ability to communicate state and District purchasing practices.
    WORKING CONDITIONS:
    The work environment is normal office and warehouse settings.

    TERMS OF EMPLOYMENT:
    Twelve-month year, supervisor salary schedule, employee benefits in accordance with Board policies.

    EVALUATION:
    Performance to be evaluated in accordance with Board policy on evaluation of classified staff.
