Position Description

This position is in the Assessor's Office.

Salary Grade: 40


Classifies and appraises real property and/or personal property for tax evaluation.

Duties/Responsibilities

(Work assignments may vary depending upon the department's needs and will be communicated to the applicant or incumbent by the supervisor.)

Locates, measures, classifies and lists residential and commercial property for tax appraisal;
Conducts site inspections to update records of new structures, additions and alterations of existing structures;
Appraises and assesses mobile homes and unsecured personal property, such as furniture, fixtures, machinery and equipment, and various types of agricultural personal property such as dairy equipment, saddles and hand tools;
Measures and prepares drawings of commercial and residential property for appraisal, using computer assisted drafting methods;
Transfers field notes and related property data to update property record information;
Consults with accountants or business representatives to obtain details on materials, equipment, dimensions, material costs, depreciation schedules and/or asset lists;
Gathers and verifies information regarding the sale of real property;
Reviews depreciation schedules, asset lists, financial statements, and annual department forms to verify taxable property and to extract net operating income;
Defends, arbitrates or testifies non-complex property appraisals before property owners, boards of valuation or courts;
Provides information to property owners and the public regarding the appraisal process, property characteristics, property values, exemptions, ownership, legal description and property classifications;
Maintains databases, maps, spreadsheets and tax tables in automated systems;
Trains and leads appraisal support staff;
Assists Property Appraiser-Senior in analyzing and reconciling complex data;
May interpret laws, regulations, codes and ordinances.


KNOWLEDGE & SKILLS:

Knowledge of:

  • standard personal and real property appraisal methods, techniques and cost and market valuation systems;
  • real estate terminology and instruments of transfer;
  • building construction materials and costs;
  • laws and regulations affecting property appraisals, classifications, assessment ratios, property tax exemption, use codes and the appeals process;
  • Computer aided drafting (CAD) applications, databases and spreadsheets.

Skill in:
  • performing residential, non-complex commercial and personal property appraisals;
  • interpreting real estate and legal descriptions, logs, maps, blueprints, contracts and mortgages;
  • utilizing and maintaining databases, spreadsheets, tax tables and automated systems;
  • reviewing depreciation schedules, asset lists and other financial statements;
  • communicating effectively with the public;
  • analyzing and drawing conclusions from market sales data, neighborhood trends, property depreciation indicators and construction trends and costs;
  • preparing drawings, using manual or CAD programs;
  • communicating effectively, orally and in writing.
Minimum Qualifications

(1) Two years of experience in construction, real estate sales and/or property appraisal.
(Acceptable real estate experience is that which included establishing value through research of sales of comparable properties. Acceptable construction experience includes estimating, obtaining building permits, or reading blueprints.)
OR:
(2) One year of experience with Pima County as an Appraisal Support Specialist or Title Examiner Specialist.
OR:
(3) Two years experience with Pima County as a Property Appraisal Aide.

Additional Qualifications:
Qualified candidates will be invited to take and must pass a written test.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information

Licenses and Certificates: Within one year of hire must complete the Arizona Department of Revenue Level I Basic Certification courses to qualify for Appraisal or Assessor Certification issued or recognized by the State of Arizona Department of Revenue (ARS 42-13006). Some positions require a valid Arizona Class D driver license at the time of application. Failure to obtain/maintain the required licensure/certification/registration shall be grounds for termination. Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Candidates that currently hold a Real Estate and/or Appraiser license may maintain those as employees of the Assessor's Office. However, candidates will not be able to actively sell real estate or appraise property during their employment with our office. Some positions may require the successful completion of a background investigation due to the need for access to associated confidential information, documents and materials.

The Pima County Trainee Program provides training related to the basic knowledge, skills and abilities required by the classification to enable the Trainee to meet the minimum qualifications of the classification within the time limits of the program. The Trainee Program lasts a minimum of 6 months and a maximum of 24 months. During the trainee period, the incumbent is paid at 5 percent less than the entry level salary for the position. An eligible individual is any person interested in a Trainee Program opportunity who: (1) Does not meet the minimum qualification at the time it is announced, but is able to do so by the end of the training period OR (2) does meet the minimum qualifications but is not competitive enough to pass selective criteria. Trainees are eligible for a non-competitive transition into the regular classified position upon successful completion of the program. For specific details refer to the Pima County Trainee Program, Administrative Procedure 23-18, available at the Human Resources Department. Trainees are at-will employees during the training period.
