This position is in the Assessors Office. OPEN UNTIL FILLED.

This position is in the Assessors Office and combines understanding of standard appraisal techniques with statistical analysis. The Regression Modeler participates in developing, implementing, maintaining, testing and supporting the programming of mathematical models in a specialized information systems application used to establish property values for property appraisal.

Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)

Performs regression analysis using a computer assisted mass appraisal (CAMA) system to establish ad valorem values for real property and personal property;
Implements, tests, analyzes, corrects and documents mathematical models;
Monitors department of revenue guidelines and state statutes;
Develops mass mathematical models using additive, multiplicative and hybrid regression techniques;
Analyzes real estate market trends for their impact on market areas or neighborhoods;
Develops tools such as calculation views, tables and spreadsheets, etc., to assist in appraisal, data collection analysis and review of values;
Analyzes the modeling results and modifies various data to optimize performance and meet goals and objectives;
Provides quality control of values by producing reports, analyzing information and data, identifying and correcting data problems;
Participates in researching, preparing and analyzing a variety of technical, statistical or narrative reports;
Assists in developing and delivering presentations to management.

KNOWLEDGE & SKILLS:

Knowledge of:

  • regression modeling techniques;
  • mathematical, financial and statistical calculations;
  • real property appraisal methods, techniques, cost and market valuation systems;
  • building construction materials and costs;
  • real estate terminology;
  • state and other laws affecting property appraisals, classifications, assessment ratios, property tax exemption, use codes and the appeals process;
  • property appraisal and tax related databases, table views and spreadsheets;
  • operations and applications of software, hardware, machine language(s) and automated information systems appropriate to the department;
  • operating principles, capabilities and limitations of automated information systems;
  • research methods including data compilation, analysis, documentation and report of results;
  • effective communication techniques.
Skill in:
  • performing regression modeling;

  • analyzing, interpreting and applying mathematical model factors affecting property values;
  • performing mathematical, financial and statistical calculations;

Minimum Qualifications

(1) An Associate's degree, certificate, or diploma from an accredited community, technical, occupational college or school in multiple regression analysis, mathematics, statistics, economics, computer science, or a closely related field defined by the appointing authority.
OR:
(2) Two years of experience working with regression analysis, statistics, economics, computer science, a mass appraisal unit/using regression analysis, or a closely related field defined by the appointing authority.
(Additional relevant experience and/or education from an accredited university, college or trade school may be substituted.)

Preferred Qualifications:

  1. Minimum three (3) years of appraisal experience and understanding of statistical analysis fundamentals.
  2. Minimum of two (2) years experience writing SPSS syntax and analyzing SPSS graphs, charts and output.
  3. Minimum of two (2) years experience developing queries and/or reports using SQL.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process. Supplemental Information

Licenses and Certificates: Possession of current appraisal or assessor certification issued or recognized by the State of Arizona Department of Revenue (ARS 42-13006). Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record.

A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
