Salary Range: $24.22/hr -$34.07/hr DOQ
Come to work for a place where your team values and respects you! Pima County Development Services Department is seeking a team player to join our Building Safety Team as a Plans Examiner. The talented customer service-oriented people in this position assist and educate our customers in the preparation of code-compliant construction documents. We work as a team with our customers, educating them along their journey of obtaining a building permit. If you have training, or experience in construction or a construction-related field, we can use your skills to assist us. Typical work assignments include reviewing plans for code compliance and assisting customers in person at our counter and over the phone to answer their code-related questions.

Examines, screens and reviews plans and specifications for complex residential and simple commercial construction, alteration, repair, demolition, moving or proposed new uses of primary and/or appurtenant structures for compliance with County building codes and related codes, laws, ordinances and statutes;
Determines code compliance of proposed residential structures relative to building use and occupancy, fire protection and safety from permit applications, plans and specifications;
Performs analysis of permit applications, plans and specifications for such factors as lighting, ventilation and living space;
Assists consulting engineers, architects, owners and contractors in the interpretation of provisions of the County building and related codes, laws, ordinances and statutes;
Reads, interprets and applies applicable provisions of codes, laws, ordinances and statutes;
Prepares and maintains manual and computer-based files of materials reviewed and related materials;
Assists the public by explaining the construction permitting and plans review processes;
Assists other staff and subordinates by interpretation of the applicable codes, laws, ordinances and statutes;
Identifies discrepancies or potential conflicts in applicable codes, laws, ordinances and statutes for supervisory or managerial attention and decision;
Prepares routine, recurring and special reports for management;
May supervise, train and evaluate staff, make effective recommendations on hiring, termination and related personnel activities;
May perform remote inspections as needed.
KNOWLEDGE & SKILLS:
Knowledge of:
- modern residential building construction methods, practices, materials and equipment;
- standard industry practices of engineering related to residential building design and construction;
- County building codes, laws, ordinances and statutes relative to residential structures;
- International Building Codes and related construction industry standards;
- processes and procedures of construction field inspection;
- electronic permitting, document processing and GIS information systems;
- principles, practices and techniques of effective supervision.
Skill in:
- interpreting and applying County building codes, laws, ordinances, statutes and construction industry standards;
- analyzing residential structure construction plans and specifications for compliance with applicable codes and standards;
- resolving discrepancies in residential structure construction plans and specifications with consulting engineers, architects, owners and contractors;
- assisting the public by interpreting and explaining the construction permitting and plans review processes;
- assisting other staff in the application and interpretation of applicable codes and standards;
- maintaining manual and computer-based records;
- preparation of routine, recurring and special reports.

Preferred Qualifications:

- ICC certifications as a combination residential plans examiner or related certifications.
- Experience with the application of building codes.
- Experience with structural engineering principles to include load paths.
- Experience with Microsoft Office products.
- Experience with GIS and inspection software.
- Experience with zoning/grading regulations.
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine the applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. All positions require certification as a Plans Examiner by a nationally recognized organization (e.g., ICBO, ICC) at the time of appointment or prior to completion of initial/promotional probation, and this certification must be maintained as a condition of employment. Failure to obtain and maintain the required certification shall be grounds for termination.
Special Notice Item: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.
