Pima County Regional Wastewater Reclamation Department (RWRD) is seeking talented people to assist in our process optimization team. If you have experience in mechanical or environmental engineering and can read blueprints and troubleshoot processes, we can use your skills to assist in the optimization of the numerous process used in our treatment plants as a Technical Services Manager. Typical work assignments include analyzing performance data, commissioning new equipment, evaluating treatment process efficiencies, collaborating with maintenance and operations staff, and writing technical reports to help improve our utility.

Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)

Plans, organizes, and manages the activities of professional and technical personnel engaged in specialized wastewater process operations;
Coordinates engineering evaluations and reviews activities with various city and County departments, private utilities and firms, and state or federal agencies;
Analyzes and determines effectiveness of treatment processes and insures departments compliance with applicable laws, regulations and guidelines;
Develops wastewater process control policies, procedures and standards in conformance to local, state and federal laws and regulations;
Develops process improvements, writes technical reports and white papers;
Plans, reviews and prepares reports and proposals for new projects;
Responds to public requests for information and resolves complaints;
Develops departmental budget performs return on investment evaluations and monitors contracts and expenditures;
Advises on all matters pertaining to wastewater design, process control, odor control, energy usage and systems troubleshooting;
Trains, supervises and evaluates assigned personnel;
May provide expert testimony in court cases involving permit appeals and ground water degradation issues.

KNOWLEDGE & SKILLS:

Knowledge of:

  • principles, practices and techniques of wastewater process operation, water pollution control and groundwater contamination;
  • engineering plan review, mechanical experience relating to process flow dynamics and heating of fluids;
  • current wastewater process methods and new developments involving regulatory compliance monitoring and optimization;
  • local, state and federal laws, codes and regulations related to wastewater process including industrial waste control;
  • principles and practices of effective management and supervision.

Skill in:
  • principles of wastewater treatment and water reclamation;
  • reviewing and analyzing operational problems and developing technical and administrative recommendations;
  • preparing technical reports and evaluations;
  • developing and implementing program improvements;
  • establishing and maintaining effective working relationships with County and city departments, state and federal agencies, and the general public;
  • communicating effectively;
  • utilizing software productivity tools.

Minimum Qualifications

A bachelors degree from an accredited college or university with a major in an engineering discipline such as mechanical, environmental, chemical, or electrical, or a closely related field as defined by the appointing authority at the time of recruitment, and four years of experience in either water pollution control, project management, industrial facility operations and maintenance, engineering or water/wastewater industry technical consulting.

Two years of the required experience must be at the supervisory or management level.
(Relevant experience and/or education from an accredited college or university may be substituted.)


  1. Bachelor's in mechanical and structural engineering or equivalent education.
  2. Experience reading and interpreting blueprints and as-built drawings.
  3. Experience with industrial machinery including pumps, motors, and valves.
  4. Experience in thermal load management including chillers, boilers, and heat exchangers.
  5. Experience conducting process improvement evaluations, optimization, and writing technical reports.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine the applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. All positions require a Grade 3 Water Operator or Grade 3 Wastewater Operator certification from the Arizona Department of Environmental Quality within six months of appointment. Failure to obtain/maintain the required certification/licensure shall be grounds for termination.

Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
