Position Description

This position, with rotating days and shifts, is in the Regional Wastewater Reclamation Department.

Salary Grade: F1

Performs operations and maintenance (O&M) functions and tasks based on relevant skills and certification levels in connection with the O&M of the County's Regional Wastewater Treatment Facilities and/or other independent, remote wastewater treatment sites.

An assessment may be administered.

Duties/Responsibilities

This is a multi-skill level classification in which positions within this classification are assigned duties and responsibilities relevant to the incumbent's identified skill and certification level. As incumbents progress in acquired knowledge, skills and acquire appropriate certifications, their duties and responsibilities may change to reflect the increased skill level. The following are samples of expected duties and responsibilities based on skill level:

O&M Technician - Level 1: (Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor/team lead.)

Operates selected equipment involved in the treatment and processing of wastewater;
Monitors equipment operations and reports deficiencies or malfunctions to supervisor/team lead, and initiates remedial or repair actions to assure system operations continuity;
Monitors wastewater treatment processes and equipment for proper operation and reports deficiencies or malfunctions to supervisor/team lead;
Performs operator-level servicing, preventative maintenance and adjustments to assigned equipment, facilities and associated systems;
Collects and records data relating to the operations and maintenance of assigned equipment and systems;
Collects and analyzes process samples;
Performs basic housekeeping functions by cleaning and maintaining work areas, buildings and grounds;
May perform general landscaping tasks including cutting and trimming of grass, trees and shrubs.

KNOWLEDGE & SKILLS FOR O&M TECHNICIAN - LEVEL 1:

Knowledge of:

  • state and federal regulatory requirements related to area of assignment;
  • principles and practices of industrial safety and job safety analysis (JSA);
  • department Standard Operating Procedures and related policies;
  • basic operating principles and processes of wastewater treatment plant equipment;
  • practices, methods and tools used in the maintenance and repair of industrial facilities;
  • hazardous material handling and communication standards;
  • basic mathematic calculations.
Skill in:
  • operating and maintaining wastewater plant equipment;
  • operating and maintaining various hand and power tools;
  • following oral and written instructions;
  • performing basic mathematic calculations;
  • collecting and recording data;
  • collecting and analyzing process samples;
  • using and maintaining safety and personal protective equipment.
O&M Technician - Level 2: (Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor/team lead.)

Performs all duties and responsibilities of the O&M Technician - Level 1;
Operates wastewater treatment processing equipment and systems;
Evaluates, troubleshoots, and adjusts wastewater treatment and solids handling processes;
Interprets readings on metering/process control devises and testing/analysis results, and adjusts equipment and machinery operations as necessary;
Assists in the installation, maintenance, repair and replacement of large, complex equipment and associated components;
Trains O&M Technicians - Level 1.

KNOWLEDGE & SKILLS FOR O&M TECHNICIAN - LEVEL 2:

Knowledge of:
  • all knowledge elements identified in the O&M Technician - Level 1;
  • principles of data interpretation and requisite process/equipment adjustments necessary to achieve optimal results;
  • basic operating principles of facility Supervisory Control and Data Acquisition (SCADA) systems and computerized maintenance management systems;
  • intermediate level mathematic calculations (combining multiple calculations to achieve final result, converting numbers into proper units before performing subsequent calculations, determining appropriate formulas for use);
  • principles of training others.
Skill in:
  • all skills identified in the O&M Technician - Level 1;
  • interpreting data and implementing appropriate process/equipment adjustments;
  • interpreting and applying technical guidance from process/equipment manuals, plans and schematics/drawings;
  • utilizing HMI through the SCADA system;
  • performing intermediate level math calculations;
  • communicating effectively orally and in writing;
  • training/instructing/guiding other employees.
Minimum Qualifications

(1) High school diploma or GED equivalency and six months of experience in the operation of sewage conveyance systems, or performing maintenance work in an industrial work setting or construction site.
OR:
(2) Possession of a current Arizona Department of Environmental Quality (ADEQ) Grade 1 (or higher) Wastewater Treatment Plant Operator Certification.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  1. ADEQ Wastewater Treatment Grade 1 Certification.
  2. Experience operating industrial equipment such as pumps, motors, compressors, and mobile equipment such as forklifts.
  3. Experience performing basic preventative maintenance on industrial equipment.
  4. Experience performing basic housekeeping functions by cleaning and maintaining buildings and grounds.
  5. Experience lifting and moving heavy materials, tools and supplies.
  6. Basic computer skills, and ability to follow written and oral instructions.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/score against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidates from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Supplemental Information

Licenses and Certificates: All positions require a valid Arizona Grade 1 Wastewater Treatment Plant Operator certification and successful completion of the RWRD Operations and Maintenance level 1 skill block within 12 months of appointment. Some positions may require a valid Arizona Class B commercial driver license (CDL) at the time of appointment or prior to completion of initial/promotion probation. Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education and criminal conviction history. Some positions may carry the risk of exposure to infectious disease, asbestos or wastewater and sewage products, therefore special medical screening prior to or during employment may be necessary to assure employee health and safety.

Physical/Sensory Requirements: Post-job offer physical required. This position will require a physical with a lift requirement of 75lbs and a push pull of 100lbs. Some positions require the ability to enter and work in confined spaces, which may require the proper wearing of individual safety and personal protective equipment.
