Pima Countys Department of Finance and Risk Management is seeking a skilled, motivated professional to join their Financial Management Division (Capital Improvement Program (CIP) Section) as an Analyst II. Pima County offers many great benefits including an alternative work schedule and telecommuting up to two days per week after successful completion of the probationary period. The successful candidate will assist in the creation, modification, and close out of CIP projects, review reports for accuracy, assist with creating and analyzing data sets using Microsoft Excel formulas and pivot tables. They will also support the development of the CIP budget and provide oversight for Community Facilities Districts. The candidate will work with and provide support services to CIP staff in multiple departments within the County. Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor)

Prepares, analyzes, reviews, evaluates and monitors Countywide and multiple departmental operating and CIP budget requests;

Conducts Countywide and departmental budgetary and financial studies concerning current and projected fiscal and operational matters, and develops recommendations on the feasibility of initiating new programs and maintaining or expanding existing services;

Provides technical assistance to departments engaged in budget preparation by explaining financial policies, procedures and processes to ensure mutual understanding of request and proper use of the automated budget system;

Develops initial recommendations for department core funding levels based on revenue and expenditure projections, overall program budgets and departmental performance measures;

Compiles, analyzes and prepares budget data for publication in the annual Countywide Requested, Recommended and Adopted Budget documents;

Manages business and financial systems user security access and approval workflows requests;

Uses internal tools and procedures for reconciling and balancing financial data between multiple systems;

Provides user support and troubleshoots issues for business and financial systems used Countywide;

Tests enhancements and configurations of business and financial systems used Countywide;
Creates and maintains chart of account elements in the Countys financial system;

Understands multiple departments programs, goals and objectives to be able to analyze those targets and make financial recommendations for achievement;

Performs cost benefit analysis and financial and budgetary studies, researches alternatives and critiques justification of expenditures;

Prepares internal financial and budget reports by gathering, analyzing, tabulating and interpreting data;

Monitors multiple departments spending throughout the year and provides recommended forecast data at multiple levels of Countywide management;

Ensures County inventory is safeguarded by conducting reconciliations and observing departments are utilizing proper controls.

KNOWLEDGE & SKILLS:

Knowledge of:

  • County policies and procedures;

  • data collection, budgetary reporting, research techniques, methodologies and analysis methods;
  • principles and practices of financial management, budgeting and accounting;
  • training methods and procedures;
  • federal, state and local laws and regulations as they apply to financial and budget management.

  • performing statistical and mathematical analysis;
  • researching, analyzing, interpreting and auditing financial and budgetary data and preparing reports on findings;
  • identifying problems and developing clear, concise and logical conclusions and recommendations;
  • communicating effectively, both orally and in writing;
  • developing long-term and short-term financial forecasts;
  • establishing and maintaining automated business and financial systems and databases.
Minimum Qualifications

(1) A Bachelors degree from an accredited college or university with a major in public or business administration, finance, accounting, economics or a closely related field as defined by the appointing authority at the time of recruitment and one year of professional level experience in accounting, budgeting, auditing or accounting analysis, or financial management research. (Additional relevant experience and/or education from an accredited college or university may be substituted.)

OR:

(2) One year of experience with Pima County as an Accountant, Finance Analyst or Financial Operations Technician.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):


  1. Bachelors degree or higher in finance, accounting, or business administration.
  2. Minimum one (1) professional-level experience in accounting, budgeting, auditing financial data, financial analysis, or financial management.
  3. Minimum one (1) experience compiling, analyzing, and interpreting financial or budgetary data.
  4. Minimum two (2) experience using Microsoft Excel features such as V-lookups, pivot tables, and other advanced tools with large amounts of data.
  5. Experience working with capital programs.
  6. Experience working within a governmental accounting environment.

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information

Licenses and Certificate: Some positions require a valid Arizona Class D driver's license at the time of application. Failure to maintain the required licensure shall be grounds for termination.
