Position Description

This grant-funded position is in the Office of Emergency Management & Homeland Security Department.

Salary Grade: U2

The Training and Exercise Coordinator will work under the guidance of the Operations Manager for the development and administration of an emergency management training and exercise program. The ideal candidate will have strong project management skills, have the ability to build and work with dynamic teams for the coordination and implementation of planning training and exercises. This position will collaborate on training and exercise efforts with partners in various departments within the county as well as with regional, state, federal, non-governmental organizations and private partners.


Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)

Coordinates, supervises and participates in the activities of a specialized program;
Provides support and participates in the daily activities essential to the completion of program objectives;
Coordinates program activities with other departments, governmental agencies and the public;
Meets with representatives of other departments, governmental agencies and the public to resolve program-related problems, address issues and discuss program goals and objectives;
Provides internal services support for the program by coordinating activities with such departments as Human Resources, Management Information Systems, Budget, Finance, Purchasing, etc.;
Develops or participates in the development of program goals and objectives and program budgets;
Researches, analyzes and reports on program activities;
May coordinate and/or supervise daily staff activities including those of other Program Coordinators;
May perform required managerial functions in the absence of management;
May perform public relations activities by speaking, giving demonstrations and coordinating publicity campaigns with the media.

Knowledge of:

  • practices of program coordination and administration;
  • principles and practices of budgeting, accounting and financial management;
  • principles and practices of effective supervision;
  • practices and procedures for providing internal services.

Skill in:
  • developing program goals and objectives;
  • expressing, explaining and interpreting program policies and practices to the public;
  • communicating effectively, both orally and in writing;
  • supervising, training and evaluating support personnel.

  1. Ability to develop and maintain excellent working relationships with a diverse variety of stakeholders.
  2. Ability to prioritize and manage multiple projects and tasks simultaneously.
  3. Skilled in public speaking to various sized audiences effectively.
  4. Skilled in organizing and conducting meetings and trainings.
  5. Skilled in creating effective oral presentations, preparing clear and concise written materials using correct spelling, punctuation and grammar.
Minimum Qualifications

DESIRED QUALIFICATIONS:
A bachelors degree in emergency management, public health, public administration, political science, or closely related field AND three (3) years experience in emergency preparedness planning, emergency management operations, disaster recovery operations at the local, state, or federal level.

(Additional relevant education may substitute for one (1) year of the aforementioned experience, or an equivalent combination of education and experience, substituting one (1) year of experience in emergency preparedness, emergency management operations, disaster recovery operations, or 2 Pima County OEM Training & Exercise Coordinator 2021 applicable military training, exercise design and implementation for each year of the required education.)

Preferred Qualifications (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):


  1. Certified Master Exercise Practitioner.
  2. Experience creating and facilitating training as well as exercise design and implementation that range from discussion based to operational. Considerable recent experience in the development of Operational Functional or Full Scale Exercises including the full spectrum of HSEEP guidance documentation.
  3. Experience in managing major aspects of emergency response in an EOC setting.
  4. Exceptional communications and interpersonal skills.
  5. Competency in coordinating a large number of projects simultaneously under pressure with strict deadlines.
  6. Knowledge of standard concepts, terms, practices and procedures within the Emergency Management field.
  7. Experience and knowledge of the National Incident Management System (NIMS).
  8. Skilled with computers and the Microsoft Office Suite (Word, Excel, Outlook and PowerPoint).
  9. Experience in training techniques and developing and presenting instructional programs customized to a variety of audiences.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Additional assessments/testing may be required as part of the selection process.

Supplemental Information

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.

Certification/Education required for position:

  1. The following Incident Command System (ICS) courses: 100, 200, 300, 400, 700, 800.
  2. This position requires the individual to obtain the following certification within one (1) year of employment: FEMA Professional Development Series.
  3. This position requires the individual to obtain the following certification within two (2) years of employment: FEMA Advanced Professional Development Series FEMA Master Exercise Practitioner certification.
Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
