JOB SUMMARY
Supervise the activities of the Animal Control Officers for the Animal Control Department and supervise investigations and the processing of technical and legal documents under general supervision.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Supervise Animal Control Officers, inmate labor, volunteers, students, and kennel technicians, assign, train, and coach staff, monitor work and evaluate performance, and meet regularly with Officers to discuss and resolve priorities, special assignments, problems, and technical issues.
  • Check Officers' reports and work logs for accuracy and prepare summary and technical reports.
  • Supervise and coordinate the preparation of case documents to be presented before the hearing office.
  • Work with the Justice and Superior Courts on cases including providing court testimony.
  • Prepare search warrants and case documents for legal charges, including cruelty cases, search and seizure warrants, and vicious animal complaints and review with the County Attorney's Office.
  • Provide guidance and technical expertise to Officers on capture and control of animals and procedural issues.
  • Respond to citizens regarding calls for service and complaints on Officers and provide information on department activities.
  • Monitor work, verify that staff follows all safety rules and regulations, and report safety hazards, equipment problems, repair needs, security issues, and emergency situations.
  • Perform Animal Control Officer and kenneling job functions as needed to meet workload demands and may assist Animal Control Officers in the field as needed.
  • Enforce County and state animal control regulations, including Pinal County Animal Control Ordinance 050510-ACC and Arizona Revised Statue Title 11, 13 and 36.
  • Direct and manage the euthanasia of sick, injured, unclaimed, and/or owner-surrendered animals.
  • Prepare and transport rabies specimen to the Arizona Department of Health Services.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Perform other related duties as required.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High School Diploma or GED equivalent.
  • Three (3) years of work experience as an Animal Control Officer and/or three (3) years of work experience as a Kennel Technician or related field with one (1) year of experience in a supervisory or lead capacity.
  • Valid Arizona State Driver's License.
  • Specific field training will be required during the probationary period that may take place out of state.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
  • Additional technical training and certifications may be required.

Knowledge, Skills and Abilities:

  • Knowledge of state laws and statutes and Pinal County animal control ordinances governing the capture, control, protection, licensing, impounding, and disposal of animals.
  • Knowledge of professional animal capture and control techniques and equipment.
  • Knowledge of record keeping practices and customer service standards and protocols.
  • Knowledge of regional animal care resources available to citizens.
  • Skill in interpreting and applying statutes, rules, ordinances, codes, and regulations.
  • Ability to supervise staff and prioritize multiple tasks, projects, and demands.
  • Ability to deal tactfully and courteously with the public and handle stressful situations and angry people.
PHYSICAL DEMANDS:
The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work also requires the ability to balance, climb, crawl, crouch, feel, finger, grasp, handle, reach, kneel, lift, push, pull, stand, stoop, walk, perform repetitive motion, operate motor vehicles and/or heavy equipment, hear, speak, and demonstrate mental and visual acuity.
