JOB SUMMARY
Perform journey-level technical functions in the appraisal of residential and personal property for the Pinal County Assessor's Office and determine, evaluate, and verify market value under basic supervision.
Example of Duties

Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
  • Provide customer service, respond to inquiries from property owners and the general public regarding property appraisal process, values established, and laws governing the valuation of property, and perform duties within the scope of authority and training and in compliance with County policies.
  • Apply County policies and procedures to determine fair market value for residential and personal property.
  • Develop fair and equitable assessment of residential and personal property located within the County for ad valorem tax purposes and for proper classification of taxable property and improvements.
  • Conduct on-site inspections of various types of new and existing residential land, property, and structures.
  • Determine type, quality, and condition of property and verify and document property characteristics.
  • Process data collected and enter information into specialized software application databases.
  • Review and process technical documents, which describe real property, boundaries, attributes, and ownership.
  • Review technical documents and other records to evaluate data quality and accuracy.
  • Review and maintain parcel information and maps for County departments and public agencies.
  • View carrying capacity for verification of state and the Bureau of Land Management leased by owner or tenant.
  • Conduct overview of acreage in place for rancher or farmer, place parcels in agriculture worksheet, and verify that the property is in system correctly.
  • To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Perform other related duties as required.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • High school diploma or GED equivalent.
  • Two (2) years of property appraisal, construction, real estate, mortgage title, and/or customer service experience.
  • Appraiser Level 1 certification from Arizona Department of Revenue (DOR) is required within one year of hire at time of hire.
  • Driver's License with Arizona Driver's License within 30 days of hire.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Supplemental Information

Knowledge, Skills and Abilities:
  • Knowledge of state laws governing the appraisal function, including Arizona Department of Revenue regulations.
  • Knowledge of procedures and standards governing the appraisal of property.
  • Knowledge of geography, roads, and landmarks of County and surrounding areas.
  • Knowledge of principles of record keeping and records management.
  • Skill in compiling, researching, and analyzing property data.
  • Skill in preparing and maintaining accurate appraisal records.
  • Skill in using specialized computer software applications.
  • Ability to perform accurate data entry and mathematical calculations.
  • Ability to provide effective customer service and deal tactfully and courteously with the public.
PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to balance, climb, finger, walk, perform repetitive motion, operate motor vehicles, hear, speak, and demonstrate mental and visual acuity.

WORK ENVIRONMENT:
Work is performed in an indoor and outdoor work environment that may periodically have unpredicted requirements or demands.
