Major/Essential Functions
  • Plays a major role in developing a vision and a corresponding plan for clinical services that will lead TTUHSC El Paso to become a leading provider of health care in the region and ensure a solid clinical base to meet the needs of the educational and research missions of the institution
  • Establishes a collaborative relationship with leadership of clinical partners, including University Medical Center (UMC), The Hospitals of Providence and their Transmountain campus and El Paso Children's Hospital, built upon trust and the intention to understand their unique needs, while seeking opportunities for alignment
  • Provides physician leadership to the medical schools outpatient clinical practice at multiple locations
  • Collaborates with clinical department chairs and Vice President for Clinical Administration to identify synergies and opportunities to expand existing clinical programs and establish new programs in order to best meet the community's healthcare needs
  • Participates in negotiations with hospitals and other healthcare systems
  • Participates in negotiations with managed care plans as a member of the managed care committee and maintains positive provider/payor relations
  • Provides oversight of the Office of Clinical Affairs of the Paul L. Foster School of Medicine
  • Provides oversight for the Director of Clinical Operations
  • Seeks opportunities to bring additional revenue enhancement programs
  • Develops a strategy to increase regional referrals and expand market share
  • Explores opportunities to significantly increase outpatient volume, including innovative ways to utilize current space to accommodate growth
  • Identifies ways to improve patient access
  • Promotes a culture of service as evidenced by high patient satisfaction scores and patient outcomes
  • Serves on the electronic medical records (EMR) committee and provide input on EMR system to Chief Medical Informatics Officer
  • Directs and implements an accreditation process for the ambulatory care clinics under The Joint Commission for maintenance of accreditation
  • Facilitates integration of clinical practice with academic missions of the school through clinical trials, education and research in academic medical practice
  • Adheres to institutional and departmental policies and procedure
  • Ensures compliance with HIPAA and billing regulations and requirements
  • Demonstrates professionalism in accordance with PLFSOMs Declaration of Faculty Professional Responsibility

Preferred Qualifications
  • Masters degree in business administration, healthcare administration, public administration, medical management, or equivalent degree
  • Qualifications for faculty appointment at the rank of Professor
  • Experience building clinical programs
  • Experience in developing and maintaining strong working relationships with hospital partners of an accreditemedical school
  • Experience in successful negotiations with hospitals, managed care plans, and healthcare systems
  • Experience in a Joint Commission or other accreditation process
  • Track record of success in leadership in an academic medical center
  • Experience in marketing and business aspects of medicine
  • Experience in successful oversight and/or implementation of an EMR System
  • Experience working in a culturally diverse environment with tolerance and sensitivity toward cultural differences

Required Qualifications
  • M.D./D.O. degree
  • Texas medical license or eligibility for an unrestricted Texas medical license
  • Board certification by an ABMS member board
  • Qualifications for a faculty appointment at the Associate Professor rank or higher
  • Clinical leadership experience in an accredited medical school, health system or a multi-disciplinary academic practice plan
  • Experience as an actively practicing clinician in an academic medical center
