NATURE OF WORK
Under the general supervision of the Parks & Natural Resources Director and the immediate supervision of the Building Maintenance Supervisor/Superintendent, this position is responsible for performing skilled carpentry, painting, drywall, locksmith and related maintenance, repair, inspection and remodeling tasks of City buildings and facilities. Duties require a thorough understanding of a wide variety of maintenance procedures as related to the care and upkeep of municipal buildings including maintenance, troubleshooting and minor repair work of HVAC, plumbing and electrical systems. Work demands careful attention to equipment conditions in the interest of reliability and economy. May be assigned to any division within the Parks Department as a substitute for individuals on leave or during heavy workload periods. This position is subject to emergency callouts and must be able to work overtime, including nights, weekends and stand-by, as required.

ESSENTIAL FUNCTIONS
Technician I

  1. Performs basic carpentry, electrical, plumbing, painting, electrical and HVAC work.
  2. Performs preventative and routine maintenance repairs of facility structures to ensure proper functioning of machines and building systems as well as the overall physical condition of buildings.
  3. Safe and proper operation of a variety of mechanical tools and equipment including hand tools, power saws, power sanders, drills, paint sprayers, welders, plumbing snakes, routers, grinders, electric generators, and sump pumps.
  4. Safe and proper operation of department vehicles.
SKILLS, KNOWLEDGE, ABILITIES
Technician I

  • Identify and utilize the tools and equipment necessary for a particular assignment.
  • Ability to observe and monitor buildings, systems and equipment (visual, audible, and olfactory) to ensure tools and equipment are working properly.
  • Communicate with internal staff, citizens, and other departmental staff to provide and receive information in a courteous manner.
  • Basic knowledge of the hazards and safety precautions involved with work performed in this class.
  • Ability to be flexible in responding to changes in schedules and job priorities.
  • Ability to physically withstand the strain of performing manual tasks for extended periods and working in adverse weather conditions.
  • Ability to prepare activity reports.
  • Ability to work independently with minimal supervision and within established guidelines.

ILLUSTRATIVE EXAMPLES OF WORK
Technician I

  1. Performs various semi-skilled tasks involving basic building and facility maintenance, remodeling and construction projects including building and framing walls; installing, patching, and finishing drywall; applying texture to walls and painting interior/exterior surfaces; builds concrete forms, pours/finishes concrete, repairs cracks in surfaces; installation, adjustment and repair of doors and windows and related hardware; construction or assembly of tables, cabinets, shelving, or furniture.
  2. Performs various tasks involving maintenance of plumbing systems; repairs and replaces plumbing fixtures including sinks, toilets, faucets, and pipes; clears obstructions from water lines.
  3. Assists with various tasks involving maintenance of electrical systems
  4. Performs general tasks in support of Department and City projects; sets up rooms/areas for meetings/events; lifts/moves equipment, furniture, and heavy materials; loads, transports and unloads equipment.
  5. Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety.
  6. Exercises the necessary care and caution in handling and/or operating vehicles, equipment and tools related to the performance of essential functions and follows City-wide and department-specific safety policies/practices and adheres to responsibilities concerning safety, prevention, reporting and monitoring.
  7. Assists other Divisions within the Parks Department, as needed, including but not limited to snow and ice control operations.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • The primary duties of this position are performed in a public building environment that may include working in adverse weather conditions as well as hazards involving the use of power tools, equipment, and chemicals.
  • Sufficient clarity of hearing, with or without reasonable accommodations, which permits the employee to discern verbal instructions.
  • Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders and to move through unfamiliar buildings and rooms.
  • Sufficient manual dexterity, with or without reasonable accommodations, which permits the employee to operate a variety of power and hand tools and to adjust equipment.
  • Sufficient strength to lift and carry objects up to fifty (50) pounds for varying distances and maneuver powered cleaning equipment.
  • Sufficient body flexibility and balance to perform maintenance and repair operations which require climbing, working overhead and working on ladders and power lifts up to one hundred (100) feet and working on rooftops.
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, to perform maintenance and repair activities that require bending, stooping, kneeling, stretching, handling of materials and other physical exertions.
Training, Experience, and Qualifications

All Technician positions (unless otherwise noted):

  1. Sufficient education to ensure the ability to read, write and perform basic math.
  2. One year of experience in building/facilities maintenance or general maintenance experience in a recognized apprenticeship program.
  3. Completion of NIMS ICS 100, 200, and 700 training within 6-months of hire.
  4. Possession of a valid State of Ohio driver license, with an acceptable driving record
  5. Must be honest, dependable, and trustworthy and pass a background check.
