JOB SUMMARY
Under general supervision, performs work of considerable difficulty with regard to economic development and tourism initiatives, small business support and services, interagency collaboration and coordination, policy development, planning, implementation and attraction, incentive negotiation and grant coordination; and performs related work as assigned. Example of Duties

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Identify, develop, plan and implement economic and workforce development initiatives, policies and programs in support of the Pinal Countys strategic priorities.
- Meet with local businesses and aspiring business owners to identify administrative, operational, management, compliance, and other needs in order to make referrals to resources, programs and services that meet those needs, to include Workforce, Small Business Development Center, and county, state, regional and federal business development programs.
- Build strong working relationships and networks with businesses and organizations that serve the business community in the county.
- Develop and sustain an effective outreach strategy to help the county understand and respond to the needs of business owners, to include those currently operating and those aspiring to open new businesses in the county.
- Research and analyze existing economic conditions and resources at the county, regional, state and federal level impacting businesses.
- Support the development and implementation of new activities and/or enhance existing resources in order to address the unmet needs of businesses.
- Provide assistance to businesses in identifying and capitalizing on economic opportunities, resources, and funding opportunities.
- Facilitate local planning and economic development programs and initiatives with an emphasis on business growth and retention.
- Serve as the county's liaison to the business community and provide necessary assistance with navigating economic development issues or matters impacting business sustainability.
- Provide training and related opportunities to support business success.
- Integrate local support with training and services offered by state agencies, educational institutions, and others offering small business support.
- Align short and long-term economic strategies with workforce development program services offered to Pinal Countys business community; create promotional concepts to raise awareness and discover solutions to workforce related issues.
- Prepare economic and workforce development planning strategies and documents.
- Assist the Economic and Workforce Development Director in representing Pinal County on economic development boards and committees.
- Conduct statistical, analytical and market research on economic and workforce development issues; identify information needed to conduct studies; evaluate projects utilizing cost/benefit analysis, fiscal, and economic impact.
- Read, analyze and prepare labor market reports showing the effect of supply and/or demand for labor in the community.
- Assist with the management of tourism programs to include responding to the Arizona Office of Tourisms grand process, advertising campaigns and the countys event sponsorship grants.
- Work with consultants to update tourism marketing materials, including the visitors guide.
- Contribute to the production of department newsletter highlighting key announcements, events and initiatives related to economic development, workforce development and tourism.
- Assist with the content of the departments website and social media accounts to proactively promote announcements and opportunities in the county.
- Coordinate with other county departments to keep the economic development tools maintained with up-to-date information.
- Create and update presentations to be delivered to various groups and audiences to inform the public about current developments and future opportunities in the county.
- Compose funding proposals, grant applications and related documents to successful award, as necessary.
- Assist in preparing annual departmental budget and project future costs and allocations.
- Maintain current knowledge of economic and workforce trends and activities in other communities.
- Promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
- Perform other related duties as required.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelors degree in Business Management, Economic Development, Public Administration, or related field.
- Two (2) years experience in business administration, business assistance, workforce development or related field.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Business administration experience.
- Knowledge of principles and practices of economic development, business administration, and urban redevelopment.
- Knowledge of business retention and expansion practices.
- Knowledge of business, market, and economic indicators and trends.
- Knowledge of principles of public relations and marketing, including promotion and sales methods, strategies, and techniques.
- Real estate feasibility, financing practices, and techniques.
- Principles and techniques of successful negotiations and conflict management.
- Principles and practices of public administration and local government.
- Knowledge of county policies, procedures, and office practices.
- Knowledge of applicable policies, procedures, and regulations covering specific areas of assignment.
- Knowledge of federal and state laws and local ordinances covering specific areas of assignment. Knowledge of principles and practices of government project management.
- Knowledge of principles of record keeping, case management, and confidential records management.
- Knowledge of specialized county and state agency technical forms, software applications, and network operating environments.
- Knowledge of customer service standards and protocols.
- Knowledge of business computers and standard MS Office software applications.
- Skill in building and managing complex relationships with diverse individuals, organizations, and stakeholders.

PHYSICAL DEMANDS:
The work is moderate requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to crouch, finger, reach, perform repetitive motion, kneel, lift, hear, speak, walk, and demonstrate mental and visual acuity.
WORK ENVIRONMENT:
Work is performed in an office environment that may periodically require contacting and visiting companies mainly in unincorporated areas.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
