The Town of Marana is seeking a Business Financial Manager to work in the Development Services Department. This is a full-time position that will perform a wide variety of professional duties to manage and administer Development Impact Fees adopted pursuant to Arizona Revised Statutes section 9-463.05 for parks and recreation, streets, water, water reclamation, and water resources in accordance with applicable ordinances and/or Development Agreements (DA).

Expected Hiring Range: $79,709- $99,635
Salary Range: $79,709 - $119,562
- placement within the salary range is dependent on direct experience, internal equity and/or budget
- Prepares and develops financial and data reports, statements and performs comparative analysis, manages department budget preparations/revenue and accounting structure and administers financial controls.
- Calculate and provide impact fees and protected facility fees in accordance with administrative rules and procedures.
- Review and approve impact fee credits, refunds and updates from recipient departments.
- Develop and maintain policy and procedure memorandums to implement impact fee ordinances (Impact Fee & Protected Facilities Fee Playbook).
- Coordinate impact fee reports with recipient departments.
- Manages long-term projects such as impact fees, rate studies, agreements and software implementation; manages department specific databases.
- Develop and maintain a central development agreement database.
- Maintains complete and accurate records by performing regular audits and fulfilling information requests.
- Oversees division communication for internal and external stakeholders; addresses customer service inquiries and provides updates.
- Respond to requests and inquiries from representatives of the development community.
- Provide all applicable impact and protected facility fee calculations to the Applicant during Pre-Application meetings.
- Bachelor's degree in Accounting, Finance, Public Administration, Business, Construction Management, or related field.
- Five or more years of professional work experience in budget preparation, accounting, financial cost analysis, or closely related financial activity.
- Ability to pass the Town of Marana background check
PREFERRED QUALIFICATIONS:
- Experience working with TRAKiT permitting software or closely related program.
- Prior experience working with impact fee calculations.
- Ability to train and direct the activities of professional and technical personnel in a variety of departments.
- Ability to establish and maintain effective working relationships.
- Ability to read and understand construction plans and development agreements.
- Ability to understand and recognize all Land Use Categories (residential & commercial types - 13 total) as they relate to impact fee calculations.
