Compensation (Pay): $41,545.30 to $47,777.11/annually, based on experience.

Summary:

Reviews, approves and processes purchase requests from requisitions and purchase orders for goods or services in compliance with the PVCHC Policies and Procedures. Expedites open purchase orders in a timely manner. Prepares all aspects of bids, requests for quotes, and requests for proposals; including specifications, supporting spreadsheets, comparisons, recommendations, and justifications and assist in bid openings. Acts as a liaison between vendor and departments for order status, procurement procedures and problem resolution researches source of supply and advises departments on cost effective alternatives. Maintains records, files, reports on pricing and negotiates prices and terms in accordance to PVCHC Policies and Procedures. Work is performed with considerable independence. Knowledgeable and adheres to governmental rules and regulations on procurement.

Essential Duties and Responsibilities:

  • Authorizes changes in prices, specifications, delivery dates of purchasing materials with firms and representatives, after appropriate consultation.
  • Negotiates purchase orders and contracts and implements vendor contracts as needed to support the critical health center/business needs.
  • Compiles data from a wide variety of sources (e.g. request for proposals, bids, invoices, purchase orders, etc.) for the purpose of analyzing issues, ensuring compliance with a variety of policies and procedures, and/or monitoring program components.
  • Maintains in depth knowledge of the purchasing program and a solid knowledge base of other product category programs such as grants.
  • Responsible for the bidding process (e.g. obtain and prepare specifications, evaluate bids, recommend vendors, etc.) for the purpose of securing items and/or services within budget and in compliance with government and organization requirements. Prepares Requests for Proposal and all related documentation in accordance with HRSA and regulatory requirements. Abides by all document storage and retention requirements. Receives, reviews, and evaluates supplier proposals to ensure they meet proposal requirements.
  • Prepares a variety of written materials (e.g. purchase orders, requisitions, change notice, bids, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Performs cost or price analysis on procurements of low to moderate value, risk and complexity.
  • Acts as a liaison between suppliers and organization departments and centers.
  • Provides supports to Materials Manager.

Education/Experience:

Education:

Bachelors degree or equivalent experience.

Work Experience:

5 years of materials management and/or supply chain experience required.

Computer Skills:

Intermediate: ability to access the intra/internet to manage timecard, review policies and procedures, and read company communications; use e-mail to communicate with co-workers, leadership, and other departments; use and create a variety of templates, complex tables, merges; manage table data, sort and filter merges, and also perform basic work with existing Macros; customize toolbars, import and insert graphs, embed Excel data, and elaborate reports; work with multiple worksheets, filter data, use integrate functions, and manipulate databases; customize templates and the PowerPoint environment, and to make a presentation interactive by using hyperlinks and action buttons with emphasis on internet, Microsoft Office (Word, Excel, Outlook, Power Point), other relevant software programs.

Certificates and Licenses:

Valid Colorado drivers license and proof of insurance. Must meet and maintain driver criteria as prescribed by Peak Vistas insurance underwriter.
