Pima County is seeking a skilled Project Coordinator to oversee capital improvement projects of various types and complexity levels. The position requires coordination and management of projects from the initial design phase to the completion of construction, operating across various environments. The Project Coordinator will be responsible for leading a diverse range of projects, including small localized enhancements to larger phased improvements for multiple Pima County departments such as Natural Resources Parks and Recreation, the Stadium District, Transportation, Flood Control, and others. The ultimate objective is to enhance the quality of life in the County while maintaining fiscal responsibility as stewards of public funds.

The ideal candidate will work in collaboration with multiple districts within the County to ensure that each project maintains its designated budget and schedule. Duties will include overseeing projects from design to completion, managing contracts with designers/engineers, contractors, and sub-consultants, and coordinating with County departments to ensure the project meets intended specifications. The successful candidate will be responsible for ensuring compliance with County standards and procedures by all parties involved in the project. Additionally, accurate and continuous reporting and forecasting for each project is required throughout its lifespan. Duties/Responsibilities

Coordinates the construction of projects for the county's infrastructure;

Reviews, interprets, and recommends construction plans, specifications, and special provisions as a basis for monitoring architectural construction activities for code compliance;

Coordinates activities with architects, engineers, contractors, and various county departments to fulfill requirements and provisions set forth in contract documents;

Maintains manual and computer-based project records and documents;

Conducts periodic inspections of work being performed by contractors to ensure the quality of materials used and standards of workmanship and that work in progress is in accordance with contract documents, plans, and specifications;

Issues stop work orders for work that is not in compliance with contract provisions, industry standards, or safety requirements;

Ensures projects are constructed within budget and coordinates changes;

Evaluates validity of requests for extra construction materials, credits, progress payments, and time extensions to contracts, and prepares written documents for implementation;

Prepares recommendations for revisions and improvements to construction specifications;

Prepares reports to withhold payments to contractors until conformance of contract specifications are met;

Evaluates material testing results for conformance with contract specifications;

Makes costing estimates of architectural engineering projects and writes reports;

Prepares, processes, and certifies pay applications, contract amendments, change orders, surety requests, and materials test reports;

Makes final inspections of completed projects and recommends acceptance or corrective actions;

Ensures that all code requirements are observed at architectural engineering construction sites;

Conducts public meetings and schedules/coordinates pre-construction meetings with all interested parties to identify and resolve potential issues;
Responds to inquiries from the public.

KNOWLEDGE & SKILLS:

Knowledge of:

  • all phases of construction and building maintenance practices;
  • construction project management principles and practices;
  • inspection procedures for all aspects of the construction process;
  • city, County, state, and federal rules, regulations, policies, procedures, codes, and ordinances related to construction inspection;
  • procedures involved in construction materials testing and in the review of engineering and architectural plans;
  • calculation of construction pay estimates.

Skill in:
  • interpreting construction plans, drawings, specifications, and special provisions in construction contracts;
  • ensuring that construction activities are in compliance with established plans and specifications;
  • communicating effectively for administrative and technical purposes;
  • coordinating activities with all parties involved in the construction process;
  • use of computer-based equipment to create, track, and report field-engineering notes.
Minimum Qualifications

(1) An Associate's degree from an accredited college, university, or technical school in construction management or architecture or closely related field as defined by the appointing authority at the time of recruitment and two years overseeing building construction projects.

(Additional relevant experience and/or education from an accredited college or university may be substituted.)

OR:

(2) Two years of experience with Pima County as a Public Works Construction Inspector or Trades Maintenance Specialist and two years of experience overseeing building construction projects.

(Note: experience overseeing building construction projects may be concurrent with experience in the identified Pima County classification.)

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  1. Education in construction management including project management, training, certifications, etc.
  2. Minimum two (2) years experience managing contractors.
  3. Experience reading, understanding, and interpreting construction plans and specifications.
  4. Recent experience, within the last five (5) years, utilizing software applications for the purpose of tracking and reporting, including Microsoft Office Suite (Word, Excel, PowerPoint), GIS/ESRI, Adobe Acrobat, and/or Blue Beam for commenting and markup, as well as scheduling software such as Microsoft Project.

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record.

Physical/Sensory Requirements: Physical and sensory abilities will be determined by position. All positions require the ability to ascend and descend ladders and stairs to reach work platforms and job sites.
