Definition
Under the general supervision of the Vocational Services Manager, works with Community customers to provide advice and guidance on career, education/training, employment and resources opportunities. Develops and maintains internal resources and support network for Community Members and other program participants. Serves as primary point of contact for career assessments, counseling and related services. Manages and oversees program design, management, operation, and obtaining desired program outcomes. Utilizes strong program coordination, people and communications skills to achieve expected results. This job class is treated as FLSA exempt. This is a driving position.

1. Career Development & Training: Encourages and serves as subject matter expert in advising, providing guidance and career enhancing opportunities for program clients.

3. Recruitment and Outreach: Proactively supports Community efforts to meet program goals, objectives and needs to educate employers and other stakeholders about Career Development Programs using resources such as the Community newspaper, mailings, announcements, Job Fairs, etc.
4. Administration & Operations: Manages operations of the different program areas focusing on connecting Community Members and other clients to appropriate resources and establishing the guidelines and best practices related to career services coordination efforts.
5. Miscellaneous: Performs other job related duties as assigned by the Vocational Services Manager to maintain and enhance Department operation and efficiency.
Knowledge, Skills, Abilities and Other Characteristics:
Minimum Qualifications
Education: A Bachelor's degree from an accredited college or university in Education, Counseling, Career Development or a related field is required.
Experience: 2 years' work experience in Education, Counseling/Career Counseling, Adult Training, Career Services, Employment, or Apprenticeship Management with emphasis on job placement, adult placement, and career advising and testing is required.
2 years program management experience is preferred.
Equivalency:Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
Underfill Eligibility:An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

- Delivers trainings, professional development and career/vocational guidance to Community members.
- Administers skills and career interest assessments, measures, interprets results, and provides follow-up guidance and recommendations.
- Assists program participants with resume preparation.
- Collects survey data from Community members that relates to career services activities, interests and needs.
- Identifies career development, vocational or other training avenues to support individuals with their professional development.
- Researches career development and job placement trends and incorporates applicable methods for the benefit of SRPMIC through various programs.
- Attend job fairs, when needed
- Acts as liaison and partner between Community Members and the Tribal Government, its departments, enterprises and other businesses for communicating career development and employment opportunities.
2. Career Planning & Job Placement Support:
- Catalogues job placement opportunities and maintains an up-to-date job announcement directory.
- Refers interested and qualified applicants to employment opportunity resources.
- Coordinates Career Fairs and Forums.
- Assist with onboarding, including assistance with expectations and specific requirements of a new job such as how to use the time clock, requesting time away from work and setting up direct deposit
- Provide assistance with job search activities including understanding job requirements, career exploration, workplace navigation, application process and navigating online job sites
3. Recruitment and Outreach: Proactively supports Community efforts to meet program goals, objectives and needs to educate employers and other stakeholders about Career Development Programs using resources such as the Community newspaper, mailings, announcements, Job Fairs, etc.
- Conducts intake interviews with Community Members to ascertain job readiness and job interests as well as assess functional, vocational and/or educational capabilities.
- Assists & provide support in determining needs and/or barriers toward employment, identifying and providing proper referrals, if and when necessary
- Provide support for obtaining the necessary employment documents
- Coach individuals in preparation for job interviews.
- Assumes a leadership role in reaching out to offer services and support.
- Partners with other local area Native American Communities to share and learn about similar programs in order to enhance the SRPMIC program.
- Develops program educational and outreach materials in print and electronic formats.
- Receives referrals from various programs, and provides support to clients with job search efforts.
- Serves as a technical resource and the primary point of contact for project specific developments geared towards leveraging accessibility of information regarding career and training opportunities.
- Researches and responds to internal and external requests for information on program services.
- Establishes and maintains good working relationship with program participants and partner organizations and employers.
- Presents programs and services information to the Community.
4. Administration & Operations: Manages operations of the different program areas focusing on connecting Community Members and other clients to appropriate resources and establishing the guidelines and best practices related to career services coordination efforts.
- Keep accurate records and documentation of participant engagement
- Create & maintain network of employment supports and employer contact lists and/or leads
- Coordinates a network services support structure to ensure the highest quality of customer service is given to individuals seeking assistance, service providers and Tribal Government personnel.
- Organizes a central database for all Community employers so outreach, educational efforts and tracking data are consistent and comprehensive.
- Maintains related data and analyzes and assesses data, trends statistics, and analyzes all related information and provides estimated cost and recommendations to support new program requirements.
- Compiles, writes and gives presentations to Administration and the Tribal Council on the different program progress.
- Reviews work processes and makes recommendations for alternative solutions for improvement.
- Provides monthly, quarterly and annual program status reports.
- Creates promotional materials for dissemination that support the program's goals and objectives.
- Operates a variety of standard office equipment including a photocopier, fax, personal computer and computer software such as Microsoft Office. Creates, implements and maintains a computerized database.
5. Miscellaneous: Performs other job related duties as assigned by the Vocational Services Manager to maintain and enhance Department operation and efficiency.
