Job Description

Plans, organizes, evaluates, and implements activities and programs to ensure safe and compliant construction permitting/inspections, operational permitting/inspections, and fire and life safety through inspections, field assignments, training and educational programs. Educates, advises, and informs campus community about fire code requirements and communicates practices and procedures for construction, operational permitting and inspections. Ensures compliance with federal, state, and local fire codes and regulations through regulatory oversight, best management practices, administrative and engineering controls, training, and enforcement. Serves as an alternate Authority Having Jurisdiction as specified by federal, state or local fire and life safety requirements. Reports to Associate Director.

Essential Duties

  • Serves as an alternate Authority Having Jurisdiction as specified by regulatory and code requirements.
  • Collaborates with EHS Safety Partners, ASU Police, Parking and Transit, Risk, Emergency Management, event coordinators, and all other stakeholders to ensure operations are permitted for the safe, secure and environmentally responsible use for occupancy and fire and life safety code requirements are implemented.
  • Provides consultation to the university community regarding fire and life safety code requirements related to construction permitting, inspections, operational permitting, and inspections for all ASU buildings and properties.
  • Develops checklists and identifies and informs the team of problems with the fire and life safety regulations and code requirements.
  • Ensures compliance with ABOR policies, university procedures and applicable laws and regulations pertaining to fire and life safety regulations and code requirements.
  • Serves as a member of the Event Registry Safety Team and Laboratory Inspector Safety Team to provide updates fire and life safety regulatory and code requirements.
  • Coordinates and inspects facilities of all existing buildings and spaces in accordance with the International Fire Code, National Fire Protection Association Standards, and any ABOR or university requirements.
  • Ensures all required existing building inspections and drills are conducted in accordance with fire and life safety regulatory and code requirements.
  • Develops and ensures delivery of Fire Safety and Prevention training for the university community; coordinates presentations in the current delivery platform and environment.
  • Serves as primary contact to advise and provide technical fire and life safety-related guidance to university staff, faculty, and administrators regarding codes, policies and procedures.
  • Reports any significant problems, violations of fire and life safety regulations and code requirements, and any significant accidents or illnesses, to Assistant Vice President.
  • Determines that facilities, procedures and practices, training and personnel expertise are in compliance with regulatory and code requirements and University policies and procedures.
  • Ensures all fire and life safety regulatory and code requirements are met in existing buildings and space; logs time spent during inspections to ensure appropriate financial accounting.
  • Develops and maintains Fire Safety and Prevention educational materials; ensure materials are relevant, up-to-date, and compliant with regulatory requirements.
  • Reviews and approves Emergency Plans to prepare departments and units for all fire and life safety emergencies.
  • Coordinates the implementation of Emergency Evacuation Maps and Diagrams in existing buildings in compliance with fire and life safety regulations and code requirements.
  • Responds and investigates incidents and emergencies involving fire, hazardous materials, and other life safety events by providing technical assistance.
  • Maintains relationships with fire and life safety regulatory agency representatives (e.g., State Fire Marshal, local municipal fire departments) to remain current on changing standards and interpretation at the request of the Associate Director.
  • Investigates serious incidents, including close calls and near misses related to fire and life safety issues.

 

Minimum Qualifications

Bachelor's degree in Fire Administration, Public Administration, Individualized Programs with main emphasis on Fire or Public Administration or related field appropriate to the area of assignment and at least six (6) years of related administrative experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved. Certification as Fire Inspector I. Valid Arizona State Drivers License within 90 days of start date.

 

Desired Qualifications

  • Willing to be endorsed by ASU to be appointed Fire Inspector by the AZ dept of forestry and fire management with, NFPA, IFSAC or related Certifications for Alternate Authority Having Jurisdiction, Fire Inspector II, Fire Plans Review. 
  • Evidence of  Bachelor's degree in Fire Administration, Public Administration, Individualized Programs with main emphasis on Fire or Public Administration or related field appropriate to the area of assignment and at least six (6) years of related administrative experience; OR, Any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.
  • Evidence of a certification as Fire Inspector I.
  • Evidence of a valid Arizona State Drivers License within 90 days of start date.
  • Knowledge of principles and practices pertaining to Fire Protection/Prevention Management and Environmental Health and Safety.
  • Knowledge of federal, state, local, environmental, fire and safety laws and regulations and compliance strategies, to include International Code Council code books, National Fire Protections Association standards, and Arizona Revised Statutes.
  • Knowledge of the principles and practices of environmental and fire science, research techniques, field operational protocols, methods and equipment.
  • Knowledge of project management, contract administration as applied to the design, construction, operation and maintenance of facilities and equipment utilizing hazardous materials.
  • Knowledge of University and Arizona Board of Regents (ABOR) policies and procedures.
  • Knowledge of principles and practices of risk management methods and techniques.
  • Knowledge of the principles of exemplary customer service demonstrated through actively listening, acknowledging, and responding to every inquiry; taking ownership and resolving each concern or problem as appropriate; exhibiting professionalism and expertise in every interaction and engaging in professional development to meet expectations for service excellence.
  • Skill in problem solving and decision-making.

  • Skill in implementing preventative and remedial strategies for environmental, fire and life safety challenges.
