The City of Littleton has an opportunity for a Civil Engineer.
The Civil Engineer provides engineering expertise in the areas of development review and management of capital improvement projects to provide a high quality of life for residents and businesses by delivering well designed and constructed infrastructure. This position will perform and/or coordinate consultant engineering reviews of plans and specifications for both private and public projects in the city. The position will also manage the planning, design, and construction administration of capital construction projects.
Current and upcoming projects for the City of Littleton include $16M of Capital Improvement projects planned in 2021, transitioning infrastructure data to digital asset management and strategic planning efforts, researching industry best practices to develop and implement updated standards and procedures.

Starting pay for Engineer I at or near $66,200
Starting pay for Engineer II at or near $85,407
Candidates with Professional Engineer license may be eligible for 12% certification pay and are required to maintain licensure as a condition of employment.
This full-time position is exempt per FLSA and is not eligible for overtime compensation.
Work Schedule: This position typically works 8 a.m. to 5 p.m., Monday-Friday. During the COVID19 pandemic, this position may be able to work remotely occasionally, but will also be expected to work in person at the Littleton Center building, following standard health screening protocols.

Essential Duties & Responsibilities
- Reviews plans, supporting technical reports, engineering specifications, estimates and other documents for compliance with adopted codes, standards and specifications.
- Understands and implements the city development processes as related to land development and engineering.
- Designs, prepares and/or reviews projects for accuracy, feasibility, economy, and compliance with codes and regulations.
- Coordinates assigned engineering projects with other City departments, outside contractors, government agencies and organizations and the public.
- Prepares engineered plans, specifications, and contract documents for street and utility construction using CAD and related design software.
- Prepares construction cost estimates for city construction projects.
- Manages capital construction projects including coordinating inspections, materials testing, meeting with contractors and citizens and ensuring that projects are on schedule and adhering to specifications.
- Researches, identifies, and prepares legal descriptions of right-of-ways, easements and ownership deeds.
- Performs limited topographic, construction and location surveys. Reviews legal descriptions or real property and ensures that survey results are accurately drafted and recorded.
- Assists the Water Resources Manager in overseeing development's compliance with the City's floodplain regulations and stormwater requirements.
- Supports the processes involved with applying for, obtaining, and administering grants, including preparation of cost estimates and grant applications.
- Contacts federal, state, and local agencies to develop engineering improvements and projects on an inter-governmental basis, and coordinates improvements with the same.
- May serve as an Emergency Worker.
- Performs other assignments and projects as required.
ADDITIONAL DUTIES & RESPONSIBILITIES FOR ENGINEER II:
At the Engineer II level, this position will have responsibility to manage and execute more complex projects, such as:
- Serve as Project Manager for a department project or program from inception to completion.
- Identify and implement appropriate steps in an engineering project from start to completion, identifying and problem-solving issues.
- Collaborate with staff resources for project completion.
- Both design and manage construction, and manage staff as needed.
- Be instrumental in identifying and implementing process improvements within the department.
- Be proactive in continuing education to benefit the position and department skill sets.
- Collaborate and be a resource to other city departments or outside agencies.
- Effectively lead and mentor others as needed.
Minimum Qualifications
MINIMUM QUALIFICATIONS FOR ENGINEER I:
- Bachelors Degree from an accredited college or university with major course work in Civil Engineering, Construction Management or a related science field relevant to the position; and
- Certification as an Engineer Intern (EI) in the State of Colorado; and
- Two (2) years of civil engineering plan review, engineering design, oversight of public construction projects, or other closely related experience.
- Must possess a valid drivers license.
- Must be able to pass a pre-employment criminal background check and motor vehicle records check.
MINIMUM QUALIFICATIONS FOR ENGINEER II:
- Bachelors Degree from an accredited college or university with major course work in Civil Engineering, Construction Management, or a related science field relevant to the position.
- Five (5) years of progressively responsible civil engineering plan review, engineering design, oversight of public construction projects, or closely related experience.
- Licensed as a Professional Engineer (PE) in the State of Colorado, or the ability to obtain within six months; and
- Demonstrated ability to manage and execute more complex projects, such as listed in the Essential Duties for Engineer II above.
- Must possess a valid drivers license.
- Must be able to pass a pre-employment criminal background check and motor vehicle records check.

PREFERRED QUALIFICATIONS:
- Construction management experience
- Municipal government or other public sector experience
Knowledge, Skills, Abilities
- Requires expert knowledge of the principles, techniques, and practices of civil engineering, construction management and contract administration.
- Thorough knowledge of planning and land entitlement process.
- Ability to review engineering plans and specifications.
- Strong understanding of principles, practices, materials, and terminology related to site construction.
- Requires excellent interpersonal, oral, and written communications skills and the ability to effectively communicate with customers.
- Ability to translate verbal communication into effective written materials, including reports and other documents.
- Ability to inspect permitted engineering work and projects for completeness, ensuring proper work methods and compliance with applicable regulations and ordinances.
- Ability to use various software platforms including Civil 3D, Microsoft Office, GIS, and aptitude to learn and apply other software.
- Ability to interpret and apply Federal, State, and local policies, laws, and regulations.
WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:
- Requires the following physical abilities to perform essential job functions: lifting, carrying, pushing or pulling objects weighing up to 50 pounds with or without assistance.
- Requires ability to sit, stand, operate a vehicle, walk, and tolerate extreme weather conditions and temperatures.
