Definition: Under supervision of the Civil Engineering Technician Supervisor, performs site inspections of various civil construction infrastructure projects including residential, commercial, capital improvement projects and utility permit work. This job class is treated as an FLSA Non-Exempt and considered a DRIVING position.

Examples of Tasks

Tasks:

1. Performs inspections of civil construction projects within Community Rights-of-Way, easements, private driveways, tribal and allotted lands such as water, sewer, storm sewer, irrigation, dry utilities, concrete, paving, signage/striping, street lights, traffic signals, landscape and other public works projects to determine conformance to plans, specifications and standards.

2. Examines products and materials prior to installation to ensure they meet required specifications. Documents and analyzes test reports to help verify acceptance of newly installed infrastructure. Works with contractors to address issues regarding quality of work and construction.

3. Based on field knowledge, experience and responsibility to ensure Community standards are applied, provides practical input and recommendations for improvement to civil design and/or construction to consultants, contractors, developers and other Community departments/sections.

4. Monitors and reviews work of contract civil inspectors as needed for coordination and consistency.

5. Compiles, maintains and submits daily inspection reports on the status of construction activities and other issues impacting work sites.

6. Attends project meetings for new and proposed commercial development and Community projects to represent Public Works and ensure that all Community and Public Works guidelines and processes are followed.

7. Participates in project final walk-throughs to ensure construction work meets acceptable quality level and specifications.

8. Along with the Civil Engineering Technician Supervisor, acts as a liaison between the Public Works Department and clients (commercial developers, contractors, consultants, other Community departments, etc.) during the planning, design and construction of civil engineering projects.

9. Coordinates with the contractor during the disinfection, pressure testing, air testing, closed circuit television inspection, bacteriological sample collection, utility shutdowns, tie-ins, etc. of water and sewer lines.

10. Reviews and verifies traffic control and barricade set ups per the approved traffic control plans, details and specifications. Coordinates with the contractors and agencies on construction activities impacting roads within the Community.

11. Reviews contractors approved field plans to ensure contractors are recording field changes and as-built information on plans. Reviews contractor pay applications and verifies quantities installed and invoiced.

12. Assists in the development and plan review process for all civil engineering and capital improvement projects. Reviews contract documents for compliance to approved standards.

13. Assists in the updates and preparation of MAG Supplemental standard details, plans and specifications to construct civil engineering projects and Community standard details and specifications.

14. Performs other related tasks and special assignments as required.

Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of principles, methods and techniques for design development and construction documents for civil engineering and public works projects.

  • Knowledge of MAG Uniform Standard Specifications and Details for Public Works Construction.

  • Knowledge of SRPMIC Supplements to MAG and standard details.

  • Knowledge of construction practices, techniques, and terminology.

  • Knowledge of AWWA, OSHA, ADA, MUTCD, ATSSA and other civil engineering related standards, regulations and ordinances.

  • Knowledge of principles and techniques of civil engineering including materials testing, surveying, and plans review.

  • Knowledge of traffic control principles within public rights-of-way.

  • Knowledge of materials used in construction projects.

  • Skill in reviewing construction documents and specifications.

  • Skill in evaluating construction work in progress, including plans, specifications, cost estimates and completed work.

  • Skill in establishing and maintaining effective working relationships with Community Members, contractors, developers, consultants, other staff and the public.

  • Skill in using personal computer and related software included but not limited to Microsoft Office.

  • Skill in establishing priorities and tasks.

  • Ability to read and interpret engineering drawings, specifications and other construction related documents such as material submittals, test reports, survey staking and legal descriptions.
  • Ability to perform general math calculations such as addition, subtraction, multiplication, and division of all measurable units. Work also requires the ability to calculate basic algebra, trigonometry and geometry formulas.

  • Ability to apply current standard practices, policies and procedures to projects.

  • Ability to conduct inspections and prepare recommendations.

  • Ability to write daily reports, document construction records including test results, document review and basic correspondence.

  • Ability to prioritize and schedule daily inspection workloads.

  • Ability to analyze, make sound judgements and exercise independent thinking within the limitations of policies, standards and precedents.

  • Ability to establish and maintain effective working relationships with Community members, contractors, developers, consultants, other staff and public.

  • Ability to perform on-site inspections of civil engineering projects.

  • Ability to recognize and correct safe and unsafe construction practices.

  • Ability to give verbal and written instructions.

  • Ability to maintain favorable client and public relations.

  • Ability to climb ladders or steps; work at heights and depths greater than 10 feet.

  • Ability to work, stoop, climb and bend, work in extreme weather conditions, and have ability to inspect work sites above or below ground.

  • Ability to lift and carry objects weighing up to 50 pounds.

Minimum Qualifications

Education & Experience: High school diploma or GED and experience equivalent to five (5) years of general inspection of civil public works construction or experience equivalent to (3) years civil public works construction inspection and one of the following:

  • An Associates degree in Civil Engineering Technology, Construction Management or related field
  • Level II certification in one or more areas from the National Institute of Certification in Engineering Technologies (NICET)
  • ATSSA Traffic Control Technician certification preferred
Equivalency - Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position Special Requirements


  • May require working after hours, weekends, and holidays.
  • Must possess and maintain a valid Arizona Drivers License
