JOB SUMMARY
Assist Public Works Department (PWD) Engineers with engineering projects and programs, provide extensive and specialized technical knowledge, make technical decisions within scope of authority and training in assigned area of responsibility, supervise staff, and assure compliance with County policies and procedures under general supervision.

Example of Duties

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Perform a variety of complex technical work in support of PWD engineering programs and perform work within scope of authority and training in assigned area of responsibility.
  • Oversee complex and critical projects and programs, investigate special requests for technical information, and develop recommendations on operational procedures and project activities.
  • Serve as program manager on PWD inspection and special engineering projects and assure work quality and compliance to Federal and state regulations, and County policies and procedures.
  • Assign, supervise, and review the work of Engineering Technicians, establish work schedules and priorities, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
  • Research, analyze, and evaluate permit applications, project plans, reports, technical specifications, maps and estimates and review plans, specifications, proposals, and project documentation to maintain PWD quality standards.
  • Assist Engineers as needed, develop project requirements, plans, documents, standards, and estimates, organize and coordinate meetings, define issues, and identify conflicts.
  • Research plans and technical documentation to acquire information needed for the management of PWD projects.
  • Maintain and update computer files, tracking systems, and databases, write various technical documents and reports, and make technical estimates of a specialized nature in connection with various projects.
  • Produce and review plans for civil engineering projects, using Computer-Aided Design and Drafting (CADD) and Geographical Information Systems (GIS) software.
  • Follow all safety rules and regulations, utilize proper safety precautions in all work performed, report safety hazards, equipment problems, and emergency situations to supervisor immediately.
  • Design roads, drainage, and traffic engineering projects.
  • Prepare civil construction project plans and specifications.
  • Perform testing, maintenance, configuration, custom programming, and deployment of CAD software.
  • Perform quality control and processing of topographical survey data.
  • Develop and maintain special GIS data sets and prepare complex maps and technical documents requiring advanced cartographic design and data display techniques.

  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
  • Perform other related duties as required
POSITION SPECIFIC DUTIES:
  • Review civil engineered plans, subdivision plats, rezoning and planned area development applications for compliance with Pinal County Regulation.
  • Coordinates with other agencies for compliance and to prevent conflicts.
  • Review Traffic Impact Analysis reports for residential and commercial projects.
  • Represents Public Works Department on the Planning and Zoning Commission.
  • Provides technical support to Quality Assurance Section and contractors during construction.
  • Review plans for Capital Improvement Projects for the Public Works Department.
Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or GED equivalent.
  • Three (3) years of experience as an Engineering Technician.
  • Valid Drivers License with an Arizona Drivers License required within 30 days of hire.
Preferred Qualifications:
  • Associates degree in Engineering, Construction Management, or related field.
  • National Institute for Certification in Engineering Technologies (NICET) Level III certification.
  • Additional specific technical training and certification may be required for some job assignments.
  • Experience and knowledge of Community Development policies and practices.

  • Knowledge of county geography, traffic patterns, streets, landmarks, and PWD facility locations.
  • Skill in performing a full range of skilled and semi-skilled PWD Engineering Technician work.
  • Skill in performing technical duties in support of a comprehensive public works engineering and construction program.
  • Skill in reading and understanding plans, specifications and schematics, and assuring compliance with rules and regulations.
  • Skill in reviewing and evaluating technical engineering data and construction documentation and evaluating construction work for contract compliance.
  • Skill in reading, understanding, and developing, manipulating, and analyzing technical information in a variety of data formats.
  • Skill in using computers and complex engineering software applications and interrelated database records, including GIS.
  • Skill in collecting, organizing, analyzing, and presenting technical and statistical information in reports.
  • Skill in making complex mathematical computations, including geometry and trigonometry.
  • Ability to promote and enforce safe work practices.
  • Ability to lead, organize, and review the work of subordinate staff.
  • Ability to interpret and explain county policies and procedures.

PHYSICAL DEMANDS:
The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work also requires the ability to finger, feel, grasp, handle, reach, perform repetitive motion, operate motor vehicles and/or heavy equipment, hear, speak, and demonstrate mental and visual acuity.
