Position Description
Employees in this position are responsible for managing the day-to-day administrative operations of a clinical department. Persons in this position must exercise a high degree of initiative and independent judgment, and should have a general knowledge of Health Sciences Center policies and procedures as they relate to department financial management and personnel administration. Provide direct supervision to department staff personnel. Work is performed under usual office conditions; deadlines, meetings and maybe some travel. Additionally, work requires considerable contact and coordination with HSC administrative officials, administrative personnel of other departments and units, granting agencies, other institutions, and government organizations.

Major/Essential Functions
  • The position is responsible for the financial and administrative activities of the department under the authority of the Department Chair
  • Oversight of the business and administrative functions within the clinical (including revenue cycle), research (pre-award and post-award), education, contract, and human resource activities of the department
  • Provide administrative leadership in the formulation, interpretation and management of all policies, procedures, and programs
  • Services as the point of contact and works in partnership with all business and administrative functions for the medical school, including financial, business operations, clinical revenue cycle monitoring, staff management, faculty administration, legal issues, contract management, regulatory issues, internal and external audits, procurement processes, space management, grant management, information technology, etc
  • Works collaboratively with departmental leaders to assess productivity and efficiency of operations for the purpose of ensuring performance and achievement of goals (i.e., departmental workflow, laboratory/programmatic operations, faculty productivity, etc.)
  • Oversees the departments clinical revenue cycle functions, including identifying issues and solutions to optimize charge capture, lag, coding accuracy, initial denials, and controllable write offs
  • Oversee all faculty and staff related issues and transactions, including management compensation plans, recruitment, and onboarding. Serves as the point of contact for all faculty related business and administrative processes and transactions and supports promotion and tenure processes. Oversees faculty on-boarding procedures, including credentialing, privileging payer enrollment, access, schedules, and culture integration, etc. Serves as the Senior most non-faculty administrator for the department and point of contact for all staff related issues and transactions, including management of all personnel transactions and justifications
  • The position is responsible for the financial and administrative activities of the department under the authority of the Department Chair. In concert with the Department Chair, develops, presents, and manages the departments faculty compensation plans, faculty assignments and deployment. Develops, presents, and maintains faculty productivity and efficiency reports across all missions
  • Oversees staff on-boarding, including training, access, schedules, culture integration, etc. Manages employee development and retention by effectively leading, motivating, and mentoring administrative/clinical/research personnel

Preferred Qualifications
  • Prior experience in a clinical setting is preferred
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, and business correspondence
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to work with mathematical concepts such as probability and statistical inference
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
  • Advanced computer skills also are preferred
  • Capable of organizing, prioritizing, and supervising
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form

  • Budget development, manage and monitor revenue and expenses, including execution of variance action plans

  • Oversees the Departments use of space, including assignment, ensuring efficiency use, maintenance, and coordination of renovations
  • Manages complaints and grievances and discipline when necessary. Develops, communicates, and manages productivity standards, goals, and expectations for departments staff
  • Responsible for conducting employee performance evaluations for all support staff within the Department

Required Qualifications
  • Bachelor's degree in health care administration or business-related area
  • Two years of progressively responsible administrative and supervisory experience
    • Working knowledge of the principles and fundamentals relating to budgeting, accounting, recordkeeping, and business writing
    • Ability to establish and maintain effective working relationships
    • Knowledge of general administrative procedures that apply to functions such as personnel, payroll, and purchasing
    • Ability to communicate effectively, both orally and in writing
    • Ability to exercise judgment in unusual or new situations, and able to exercise discretion when processing confidential material
