DISTINGUISHING FEATURES OF THE CLASS:
Under the general supervision of the Residential Programs for Youth (RPY) Administrator, the Clinical Manager
is responsible for managing and overseeing counseling and case management services of subordinate staff to
ensure achievement of client care objectives and compliance with established quality, regulatory and state
standards. The Clinical Manager will be responsive to the diverse needs of the individual(s), the families and
community, in accordance with all tribal, state, federal and licensing standards and guidelines. The incumbent
shall carry out the essential supervisory oversight to the subordinates who work with residents of the RPY facility
which is a 24 hour/7 day per week community-based comprehensive residential program. The nature of this
position differs in scope, due to the high demand in dealing with populations associated with complex traumatic
experiences which requires a high-level of confidentiality and sensitivity of all programs that operate on a 24/7
crisis oriented basis in a rural area.

ESSENTIAL FUNCTIONS:


- Supervises provision of clinical services to ensure development, implementation, monitoring and revision of
service/treatment plans in accordance with established regulatory requirements and standards.

- Conducts systematic clinical review of treatment/care plans to ensure delivery of continuity of care within a
safe and effective environment.

- Identifies, develops and provides for education and training of staff, designed to further skills, knowledge and
competency.

- Conducts regular program evaluation and productivity analysis to ensure effective service provision.

- Acts as point of contact/clinical expert on complex clinical and team management issues.
0 Reviews treatment plans of Counselors to ensure plans adhere to established criteria including but not limited
to: needs driven, strengths based, client centered, and family focused, culturally competent and collaborative.

- Develops and supervises staff through provision of timely feedback and use of appropriate HR policies and
tools to facilitate and ensure the ability of staff to achieve the highest level of professional growth and desired
performance standards.
0 Works closely with Counselors and Behavioral Health Technicians to convene, facilitate and participate in
clinical team meetings to monitor resident progress and goals.Provides Clinical Supervision to Tribal Social Services staff who are working toward licensure, which may
include Counselors, Case Managers, Case Workers, and Behavioral Health Technicians.Coordinates with the Training Coordinator to ensure all training of employees is trauma informed and
appropriate for the RPY employees; Clinical Manager will also be available to facilitate trainings for RPY
employees regarding clinical services, psychiatric diagnoses, and treatments.REQUIRED KNOWLEDGE, SKILL AND ABILITY:Knowledge of available community, local and regional social and/or health services agencies.Knowledge of Gila River Community resources and contacts.Knowledge of the regulations and standards of patient rights.Knowledge of the principles, practices, methods and techniques of continuous quality improvement.
Knowledge and understanding of the principles, practices, methods and techniques of strategic planning,
forecasting, budgeting and critical thinking in the development of programs and services.Knowledge of standards, regulations and procedures associated with client eligibility including Arizona
Health Care Cost Containment System, Department of Health Services, Tribal Social Services and Gila River
Health Care resources.Knowledge of psychiatric diagnoses, treatment methods, counseling theories, assessments and evaluations,
treatment plan development, crisis intervention, behavior management, and HIPAA regulations.Ability to apply appropriate skills by facilitating professional growth of staff.Ability to apply critical thinking and problem solving skills to complex multi-faceted service areas for
improving efficiencies and effectiveness.Ability to utilize effective communication and problem solving skills to effectively identify issues, concerns
and interests and provide effective solutions.Ability to instill and foster trust in others through consistency in work methods, behaviors and follow-through.
Ability to accurately and reliably interpret data for determining mental health status and initiate appropriate
action in emergency situations.Ability to assess family dynamics for well-being of patient by recognizing their limitations and strengths
through completion of thorough and effective interviews.Ability to perform various diagnostic and therapeutic procedures according to standards, training and
certification/licensure.Ability to apply active listening and critical thinking skills for problem identification and resolution.Skills in performance of technical procedures according to established standards and training.Ability to regularly change priorities to accomplish tasks with frequent interruptions.Skills associated with making diagnosis, choosing, initiating and modifying therapies and providing
emergency treatment.Ability to clearly communicate verbally, read, write, see, and hear to perform essential functions.Ability to effectively communicate and produce documents written in the English language using proper
sentence structure, punctuation, grammar and spelling.Ability to work cooperatively with other employees, elected officials, clients agencies, and the public.
Ability to effectively use computers and related computer application software.Ability to perform all physical requirements of the position.Ability to maintain a drug-free work environment.Ability to work more than forty hours a work-week without additional compensation to perform assigned job
duties, which may include weekends, evenings, early morning hours, and holidays as required.Ability to pass criminal background check as mandated by PL. 101-630.Ability to maintain tribal driving permit.REQUIRED EDUCATION AND EXPERIENCE:Masters degree from an accredited college or university in Social Work, Counseling, Psychology or a closely
related field and four (4) years experience in direct clinical experience which includes two (2) years supervisory

- Required to a pass background check and fingerprint clearance as a condition of employment and must
continue to maintain throughout duration of employment. Background checks are required for positions that
involve regular contact with or control over Community Children in accordance with The Indian Child
Protection and Family Violence Prevention Act, 25 U.S. C. Sections 3201 through 3210 and C.F.R. Part 63
and positions that have regular contact with the Elderly.

- Required to obtain a Tribal Operators permit. Valid state drivers license with a current proof of driving
record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record
must be submitted with application and must not be more than 60 days old from the date of submission
of the application.
