Definition
Definition: Under general supervision from the Behavioral Health Division Director in the Health & Human Services (HHS) Department, coordinates and supervises a variety of programs serving individuals, families and groups of clients from the Salt River Pima-Maricopa Indian Community (SRPMIC) who are experiencing difficulties in their life, due to substance abuse and/or mental Illness. This job class is treated as FLSA Exempt.

Examples of Tasks
1. Supervision, Mentoring, Training & Leadership : Supervises employees in the following areas that include, but are not limited to, scheduling work hours, job duties, staff coverage (leave and training) and time cards.
2. Third-Party Billing : Ensures staff compliance with third party billing regulations and standards as defined by the Department and any contracted third-party payers.
3. Administrative Operations: Acts on behalf of the BHS Division Director when delegated.
4. Service Coordination, Enhancement & "Wrap-Around" : Uses the consultation and collaborative team processes in providing coordination of care for clients and to improve clinical and administrative operational processes.
5. Community Outreach & Education : Participates in SRPMIC community events to market the program and all its detailed services and providers.
6. Program Documentation & Reporting : Collects, analyzes and reports data (utilizing the specified data management system) and all findings in monthly, quarterly and annual statistical/narrative reports, which may include situational or emergency reports.
7. Emergency On-Call : Provides on-call supervision 24 hours per day, 7 days per week, for staff and services on an emergency basis.
8. Service Problem Resolution : Initially meets with clients on an informal basis to address complaints.
9. Caseload Acquisition : If necessary, and at the discretion of the Division Director, carries a maximum of ten (10) assigned client cases.
10. Miscellaneous : Performs other job-related duties as assigned to maintain and enhance program and departmental operation.

1. Supervision, Mentoring, Training & Leadership : Supervises employees in the following areas that include, but are not limited to, scheduling work hours, job duties, staff coverage (leave and training) and time cards.
- Provides clinical supervision at the discretion of the BHS Clinical Director.
- Co-facilitates the Behavioral Health Services (BHS) weekly staff meeting. Reviews case loads and offers administrative guidance to staff.
- Conducts staff probationary and annual employee performance evaluations.
- Evaluates the effectiveness of staff in specific roles with particular clients and families.
- Provides explicit recommendations to staff such as training needs and work performance improvement.
- Develops training for the program staff to enhance quality and accurate therapy.
- Delivers ongoing supervision to all staff to ensure quality service provision, productivity and documentation compliance in line with Departmental expectations. Weekly supervision may involve, but is not limited to, employee goal setting, coaching and mentoring, client file monitoring, chart audit review, review of billing submissions, treatment plan development and updates, problem resolution recommendations for difficult cases and review of forms for accuracy and completion, etc.
- In conjunction and consultation with the BHS Clinical Director, acts within the scope of their license and training to manage the clinical operations of their assigned team (or as delegated). This includes clinical mentoring, training and leadership.
2. Third-Party Billing : Ensures staff compliance with third party billing regulations and standards as defined by the Department and any contracted third-party payers.
3. Administrative Operations: Acts on behalf of the BHS Division Director when delegated.
- Manages and coordinates the flow and operation of program services through setting office hours, maintaining program standards, developing procedures, monitoring budgets, maintaining office and building structures to ensure safety and assigning a manageable caseload to staff (between 35 and 40 clients).
- Assigns and coordinates caseloads to meet the client's specific clinical chemical and/or mental health needs.
- Along with the other program Managers, ensures sufficient staffing for intake procedure and reviews all intake forms for accuracy, completion and appropriateness for a client's needs.
- Monitors program client files, treatment plans and ensures updates every thirty (30) days.
- Discusses and develops new solutions for client problems with staff.
- Plans and evaluates services.
- Creates team goals that align with the mission of the program.
- Reviews all program material requests for appropriateness of purchase prior to submission to the BHS Division Director.
4. Service Coordination, Enhancement & "Wrap-Around" : Uses the consultation and collaborative team processes in providing coordination of care for clients and to improve clinical and administrative operational processes.
- Participates in work groups (as assigned) within and outside the tribal structure in order to enhance or secure quality services for SRPMIC.
- Assists the BHS Division Director and HHS Director in evaluating the program on an annual basis and works to implement new program changes as deemed appropriate.
- Plans, coordinates and facilitates program meetings, case staffing and outside specialty consultations with other health providers.
- Participates in meetings and negotiations with other outside service providers to obtain necessary services for clients of SRPMIC.
- Coordinates with other providers in order to provide consistent quality services.
- Works with the treatment and management teams in implementing Department/Division policies and procedures, acquaint the Department/Division with community trends, identify gaps in services and work with special projects and committees to better meet the client's needs.
- Collaborates with internal and external parties in order to coordinate services for clients (i.e. CPS, probation, courts, AHCCCS, RBHA, etc.).
5. Community Outreach & Education : Participates in SRPMIC community events to market the program and all its detailed services and providers.
- Attends meetings with funding agencies to ensure continued funding for program.
- Conducts public information, educational or awareness presentations on information regarding program services that may include presentations at workshops, conferences or in-services.
- Works in coordination with program staff on the development and implementation of appropriate public self-help information distributed by the program.
6. Program Documentation & Reporting : Collects, analyzes and reports data (utilizing the specified data management system) and all findings in monthly, quarterly and annual statistical/narrative reports, which may include situational or emergency reports.
- Prepares reports, letters, brochures, flyers, and all outgoing correspondence for the program.
- Monitors team documentation monitoring and compliance to include adherence to standards, timelines, and admission/discharge review.
- Conducts documentation audits for all assigned staff on a biweekly basis. Reviews those findings with employees and ensures employees are compliant with documentation standards.
- Updates and reviews data for entry into the designated data management system.
- Communicates regularly with the appropriate vendor of the system to ensure operation and problem resolution. Updates entries on therapists and providers code lists.
7. Emergency On-Call : Provides on-call supervision 24 hours per day, 7 days per week, for staff and services on an emergency basis.
- Obtains approval for the utilization of funds for emergency psychiatric or medical detoxification hospitalizations if necessary. These duties may cover holidays, weekends or evening hours.
8. Service Problem Resolution : Initially meets with clients on an informal basis to address complaints.
- Works to resolve issues in a timely manner.
- Submits reports on findings and actions and/or recommendations.
- Works continuously to ensure client rights, the provision of quality service as well as the confidentiality of all client information through all program services.
9. Caseload Acquisition : If necessary, and at the discretion of the Division Director, carries a maximum of ten (10) assigned client cases.
10. Miscellaneous : Performs other job-related duties as assigned to maintain and enhance program and departmental operation.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of the culture, customs, traditions, history, government and the needs of the families of the Salt River Pima-Maricopa Indian Community.
- Knowledge of federal, state and tribal laws regarding privacy and confidentiality in regards to client records and information.
- Knowledge of federal, state and tribal laws regarding client rights, mental health, chemical dependency treatment and involuntary mental health commitments.
- Knowledge of case management concepts and practices, counseling techniques and therapies, crisis intervention methods, substance abuse treatments and psychotropic medication use and side effects.
- Knowledge (basic) and understanding of behavioral problems and serious, often chronic, mental illness and substance abuse.
- Knowledge of program evaluation, data collection and assessment.
- Skill coordinating and supervising the day-to-day the clinical and administrative activities of a substance abuse/mental health program.
- Skill with leadership, conflict resolution, work flow management, employee development and training.
- Skill facilitating small and large groups in order to address program issues, needs and problem resolution.
- Skill assessing client needs, interviewing clients under stressful situations and identifying resources and services available to meet needs.
- Skill assessing, assigning and evaluating the case load of the program staff to ensure quality service.
- Skill with the clinical supervision of staff regarding case load management and development of treatment services.
- Skill developing, implementing and evaluating the progress of treatment plans.
- Skill establishing and maintaining effective working relationships with the clients, law enforcement personnel, court staff, tribal officials, various service providers, Community Members, SRPMIC staff, and representatives of resource agencies.
- Skill using the personal computer and related software, including MS Office.
- Skill writing detailed narrative and statistical reports.
- Ability to communicate effectively, both verbally and in writing.
- Ability to establish and maintain accurate record keeping systems and procedures including computerized record keeping.
- Ability to make home visits and provide alternative solutions for family services needed.
- Ability to work with a variety of staff members in a team approach to service delivery.
- Ability to operate a variety of standard office equipment including copiers, FAX machines and personal computers.
- Ability to be insured to drive various SRPMIC vehicle(s).
Minimum Qualifications
- Education & Experience: AMaster's degree in Social Work, Counseling, Psychology or closely related area, AND three(3)years full-time supervisory experience in a major behavioral health services related program.
- Arizona state licensure in at least one of the following fields: Chemical Dependency, Social Work, or Counseling required.
- Equivalency: Any equivalent combination of experience that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
- Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
Special Requirements
- May be required to work beyond normal work hours including nights, weekends and holidays.
- Due to the confidential and sensitive nature of this position, the successful completion of an extensive background investigation is required.
- May be required to travel.
