DESCRIPTION

The Department of Pediatrics is one of the largest departments within the School of Medicine with approximately 250 Faculty, 127 postdoctoral fellows (both MDs and PhDs) along with over 320 support staff (not including hospital staff). In addition, the Department has 68 clinical residents distributed across the Divisions. The missions of research, education and patient care are intertwined, and are integral to the goals of the department.

The Department manages a university-affiliated children's health system with the physicians and leadership of the University of California, San Diego (UCSD), Rady Children's Hospital, and Rady Children's Specialists of San Diego, a Medical Practice Foundation, unifying pediatric patient care, research, education and community service programs.

The California Birth Defects Monitoring Program (CBDMP), a program within the California Department of Public Health, is a population- based, active ascertainment registry of children born in California with one or more specific congenital and inherited disorders, e.g., major heart defects, oral clefts, neural tube defects, abdominal wall defects, and chromosomal defects. Pursuant to the H&S codes, CBDMP Registry data are used to track birth defects trends, evaluate whether environmental hazards are associated with birth defects and investigate other possible causes of birth defects.

Under the general direction of the CBDMP Program Chief, the Clinical Registry Manager is responsible for leading and overseeing the contract with the California Birth Defects Monitoring Program (CBDMP). This role involves the oversight and management of all data collection, quality control, and registry system activities required to develop a high-quality, population-based registry of reportable birth defects in California with a strong focus on data system integrity, process evaluation, and transitioning toward electronic case reporting (eCR). The Clinical Registry Manager ensures contract deliverables are met on schedule, oversees cross-functional teams, and ensures adherence to data quality standards. This position requires proactive leadership, strategic planning, and a strong understanding of public health surveillance and clinical data processing and management.

Oversees administrative operations of a medical specialty program, organizes and delegates medical registry input and processes to team to ensure compliance. Develops and reports quality metrics and assists with quality improvement initiatives. Performs other duties as assigned.

MINIMUM QUALIFICATIONS
  • Eleven (11) years of relevant experience in clinical or public health registries, including system oversight, data integration, and quality management OR a Bachelor's Degree in related area plus seven (7) or more years of relevant experience.

  • Demonstrated management and conflict resolution skills to effectively lead and motivate others. Effectively manages multiple important priorities. Proven ability to make decisions based on objective facts and support decisions with evidence.

  • Advanced user of the internal clinical information and documentation application programs. Ability to train clinical staff, troubleshoot issues, and recommend improvements in convenience and efficiency.

  • Familiarity with electronic case reporting (eCR) initiatives and experience with registry system integrations.

  • Proficiency in health data management, database systems, and health information technology (e.g., SQL, data warehouses).

  • Academic knowledge and applied background in the clinical specialty and clinical quality measures. Demonstrated ability to apply knowledge of clinical concepts to improve clinical registry data collection and analysis methodologies. Understanding of current industry trends in clinical specialty.

  • Knowledge of department, organization, HR and UC policies and processes. Knowledge of relevant clinical registry industry federal, state and local laws and regulations.

  • Ability to organize division operations in an efficient and effective manner through improving program administrative processes, procedures, and systems.

  • Interpersonal skills to work collaboratively, coordinate and integrate with others in clinical specialty program, clinical registry peers, researchers and management.

  • Proven analytical abilities and problem solving skills to quickly evaluate complex issues and identify options for resolution. Demonstrates sound judgement.

  • Verbal and written communication skills to effectively communicate through all mediums and with all groups. Demonstrated abilities to listen actively, persuade, advise, and counsel.

  • Experience with timely completion of all contract deliverables.

  • Experience with large-scale data management systems, preferably with knowledge of electronic case reporting or health data exchange processes.

  • Successful integration of eCR and other system improvements within contract terms.

  • Demonstrated achievement of high data quality standards in coding, validation, and reporting.

  • Excellent organizational and project management skills, with the ability to balance multiple priorities and adapt to changing demands.

  • Proven ability to lead and inspire cross-functional teams to meet high-quality standards and project deadlines.

  • Skilled in performance evaluation, professional development, and conflict resolution.

  • Ability to build and maintain collaborative relationships with internal and external partners, including research institutions, healthcare providers, and public health agencies.

  • Exceptional written and verbal communication skills, with the ability to produce clear, concise reports and present complex information to stakeholders.

  • Proficiency in statistical software (SAS, or R) and experience with database management systems (SQL).

  • Familiarity with health data coding systems, including ICD-10, and quality assurance protocols in public health data systems.

PREFERRED QUALIFICATIONS
  • Certified Registrar in a clinical program specialty.

  • Registered Health Information Technician, Certified Coding Specialist, or degree in Health Information or health related field (i.e. Nursing, Radiologic Technology).

  • Three (3) or more years of supervisory/management experience, overseeing multidisciplinary teams in data collection, quality control, and/or data management.

  • Strong knowledge of epidemiological principles, public health surveillance methods, and data quality standards.

  • Advanced degree (MPH, MS, Ph.D., Dr.PH).

Pay Transparency Act

Annual Full Pay Range: $94,400 - $176,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $45.21 - $84.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
