JOB SUMMARY
Under general supervision, supervises the field inspection and investigation activities of the Pinal County Code Compliance Officers; assures the effective enforcement of state regulations and County codes governing land use issues, safety and health hazards, public nuisances, and other compliance regulations, codes, laws and standards; reviews and approves case files and prioritizes assignments.
Example of Duties

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
  • Plans, organizes, coordinates, and schedules the activities of assigned Code Compliance Officers (CCO); provides guidance and technical expertise to staff on inspection documentation and case management techniques.
  • Trains and coaches staff and conducts performance evaluations; meets regularly with staff to discuss and resolve inspection and investigation techniques, recordkeeping, and technical issues; assures that all safety rules and regulations are followed; assists in the resolution of discrepancies found at inspection sites.
  • Screens complaints, assigns and monitors cases, and evaluates and adjusts case workload as needed; reviews completed work, reviews and approves case files, documentation, and services provided; enforces CCO compliance to County policies and performance standards
  • Monitors work performed and evaluates work effectiveness, methods and procedures Compiles statistics and data for management reports on field inspection activities and productivity; prepares recurring and special reports for management as required; monitors records systems and assures that all reports and paperwork are accurately completed in a timely manner.
  • Prepares case files, documents, evidence, reports and background data to substantiate violations; prepares and presents case reports for court and administrative hearings, and testifies as needed.
  • Investigates complex and sensitive field inspections and investigations of zoning and ordinance complaints and violations in unincorporated areas of Pinal County, using thorough knowledge of Arizona inspection and investigation protocols; coordinates with other agencies as needed and performs special projects as assigned.
  • Manages administrative activities including purchasing, payroll reporting, and activity reports; performs duties of Code Compliance Officer as necessary to meet workload demands.
  • Maintains absolute confidentiality of work-related issues, customer records and restricted County information; performs related duties as required or assigned.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate's Degree in Business or Public Administration AND four years of experience as a Code Compliance Officer; OR an equivalent combination of education, training and experience.
LICENSE & CERTIFICATION REQUIREMENTS:
  • A valid Arizona State Driver's License is required.

Knowledge, Skills and Abilities:
  • Applicable Federal, state, and county codes, laws, and statutes, including Arizona Property statutes - A.R.S. 33.
  • Principles and practices of code enforcement, investigation and inspection methods, and public relations techniques in code compliance activities.
  • Arizona law enforcement agencies and court procedures Principles and methods of application permitting and plan review Occupational hazards and safety precautions.
  • Geography, roads, and landmarks of County and surrounding areas.
  • Principles of record keeping and records management, including Geographic Information Systems (GIS).
  • Interpreting and applying Federal, state, and county standards rules, regulations, policies, and procedures.
  • Assessing and prioritizing multiple tasks, projects, and demands; planning and coordinating the work of others.
  • Using initiative and independent judgment within established procedural guidelines Reviewing and maintaining complex and extensive official records.
  • Compiling technical information and preparing statistical and operational reports.
  • Dealing tactfully and courteously with the public, and handling stressful situations and angry people.
  • Obtaining information from people who may be reluctant to cooperate, and explaining enforcement procedures.
  • Enforcing safety standards
PHYSICAL DEMANDS:
Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone. Position is located in an indoor office environment, but is occasional required to work in an outdoor setting.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
