What Success Looks Like In This Job

The position focuses on the overall program and project implementation of the County's Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and other federally and locally funded grant programs. The position will assist with county-wide COVID response and recovery efforts housing related issues and recovery programs, with other duties across the Community and Economic Development Department (CED) assigned as needed. This position preforms a wide variety professional duties and responsibilities including leading the administration, coordination, implementation, and ensuring performance and fiscal compliance of federal and local grants, affordable housing programs, and COVID response and recovery efforts. The position requires a high level of independent project management, tracking, and reporting, as well as overseeing progress on staff's projects. Work is characterized by collaborative planning with staff, multi-tasking, and problem solving. Work involves a high level of legal contract development, fiscal tracking, and project management. This position involves interpersonal relationships within Community Development, the Department, partners, and the public, requiring and a high degree of professionalism, tact, and good judgment and communication skills. The position supports the Community Development Division (Division), within the CED Department.

Examples of Duties for Success

General

  • Development US Department of Housing and Urban Development (HUD) required Consolidated Plans, Annual Action Plans, and Consolidated Annual Performance Evaluation Reports.
  • Leads the planning, organizing, budgeting, and project management of CDBG, HOME, and other federally and locally funded grant programs.
  • Responsible for championing improvements to internal control and fiscal procedures.
  • Oversees and manages projects and programs utilizing CDBG, HOME, and other resources and assists with the implementation and support of projects and programs related to the response and recovery of COVID-19.
  • Leads the process for recertification and managing the Urban County and HOME Consortium partnership.
  • Works closely with other Adams County departments, including, but not limited to, County Managers Office, County Attorneys Office, Finance, Community Safety and Well-being, Human Services, and Public Works.
  • Assigns projects to staff and delegates tasks to staff for the successful and timely implementation of the projects and programs.
  • Develops and maintains systems, methods, and procedures to facilitate grant budgeting and tracking of allocations.
  • Oversees technical documents and tools such as, monitoring tools, activity reporting forms, and applications, and ensures timely reporting.
  • Writes and implements legal contracts and subgrantee agreements to carry out community development programs.
  • Evaluates funding applications, prepares cost-benefit analysis, prepares and presents project descriptions, and makes funding recommendations to the Board of County Commissioners and other local officials.
  • Prepares analyses; makes oral recommendations; prepares and executes presentations; prepares and presents written reports.
  • Trains division personnel; provides and coordinates staff training and career progression planning under the supervision of the Community Development Manager.
  • Performs other related duties and responsibilities as required.
Technical
  • Provides training and technical assistance to county and non-county personnel regarding program development, fiscal and programmatic reporting, and program regulations as they relate to community development programs.
  • Conducts compliance monitoring and performance monitoring of grant funded projects and activities; completes regular required monitoring of the annual action plan and expenditures to ensure accuracy and compliance.
  • Inputs, modifies, and retrieves data from the computer, including inputting into databases. Generates accurate and required reports and plans for HUD and other agencies, as necessary.
  • Responsible for performing and overseeing all cross-cutting regulation measures, including but not limited to, 2 CFR 200, environmental reviews, Davis-Bacon requirements, Section 3, MBE/WBE, Uniform Relocation Act, etc.
  • Completes environmental review records in accordance with 24 CFR Part 58. Fiscal
  • Prepares annual fiscal and budget reports, ensuring expenditures are within budget, and works with external auditors.
  • Recommend and reallocate budgeted grant cost categories, as necessary.
  • Conducts regular meetings with Community Development Manager to discuss fiscal and budget strategies; advises Manager on contract monies, track amounts billed, and paid against allocations.
  • Ensure the County meets CDBGs required timeliness ratio.
Contract Management
  • Writes, completes, and coordinates subgrantee agreements with the County Attorneys Office, and manages the Countys Board of County Commissioners signature process.
  • Proactively interacts with partner municipalities within the Urban County and HOME Consortium and funding recipients to ensure timely reporting, spending, and compliance with all HUD regulations and goals of COVID relief programs.
  • Works closely with jurisdiction partners, stakeholders, non-profits, developers, and contractors to ensure successful outcomes, budget adherence, and compliance.

More Qualifications for Success

Experience

  • Five (5) years of progressively responsible experience in administration of federally or locally funded grant programs with increasingly responsible programmatic experience in a public, private, or non-profit environment.
  • With three (3) experience CDBG and/or HOME experience and progressively responsible experience working with cross-cutting regulations, including, but not limited to, 2 CFR 200, environmental reviews, Davis-Bacon requirements, Section 3, MBE/WBE, Uniform Relocation Act.
Education and Training:
  • A Bachelor's Degree from an accredited college or university with major course work in Business Administration, Planning, Public Administration, Human Services, Community Development, or a related field.
  • Significant demonstrated experience may substitute for some or all the education requirements.
License or Certificate: Possession of, or ability to obtain, a valid Colorado driver's license.
