PRIMARY DUTIES & RESPONSIBILITIES

The Community Engagement Division Manager oversees various community engagement programs within the Housing and Community Services Department to include: Youth Violence Prevention and Empowerment Program; Mental Health Program and neighborhood engagement. This position facilitates the creation of lasting, meaningful relationships between community members/groups and the City. Plans develop and oversee the delivery of strategic engagement plans and services to proactively respond to community issues and/or resident concerns. Works with other City departments to promote community involvement and serves as a liaison between the City, nonprofit groups, and community leaders.
Housing and Community Development Services consists of five divisions: Neighborhood Support, Animal Services, Homelessness, Community Engagement, and Community Development. The mission of the Housing and Community Development Department is to maintain community appearance and enhance the quality of life in Auroras neighborhoods. This is accomplished through a combination of community outreach, education, code enforcement, and numerous neighborhood improvement programs and services. The staff is dedicated to forming partnerships with neighborhoods, residents, and community groups to strengthen and enhance both the social fabric and physical aspects of Aurora neighborhoods.

  • Develops and oversees the implementation of an engagement framework for Aurora that contains measurable outcomes
  • Designs develop budgets, implements, and administers programs that have a variety of funding sources including grants
  • Ensures grant compliance and prepares required progress and financial reports
  • Coordinates the allocation of funds to eligible projects
  • Supervises and manages staff who writes applications for federal, state, and local grants including coordination of grant agreements
  • Supervise and lead direct reports, this includes but is not limited to making recommendations regarding selection, hiring, training, evaluating, and disciplining of assigned employees
  • Develop a community-wide strategic plan for division and community
  • Anticipate and determent long term financial impact of programs and make funding suggestions to ensure the division is within budget and in compliance with any grant requirements
  • Identify, analyze and negotiate solutions to problems and issues internally and externally
  • Coordinates assigned activities with other departments/divisions, outside agencies, and the general public
  • Oversees efforts related to mental health, youth engagement, and neighborhood resilience within the community
  • Build and maintain relationships with the community, school administrators, and partnering agencies
  • Works with community partners to assure comprehensive planning and efficient service delivery
  • Develops and recommends program policies and procedures in compliance with federal and state regulations
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS

Education:

  • Bachelor's degree in Public Administration, Community Development, Sociology, Planning or a related field.
Experience:
  • At least five (5) years progressively responsible directly related experience working with community programs to include experience in mediation and political awareness
  • At least three (3) years supervisory/managerial experience
Preferred:
  • Seven (7) years progressively responsible directly related experience working with community programs to include experience with mediation and political awareness
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Knowledge:
  • Knowledge of technology platforms that support feedback loops
  • Knowledge of public participation principles
  • Comprehensive knowledge of the process of grant applications
  • Knowledge of the principles and practices of community development, urban planning, and economic development
  • Knowledge of accounting principles
Abilities:
  • Ability to establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials.
  • Handle sensitive situations with tact and diplomacy.
  • Communicate effectively both orally and in writing and synthesize complex information into a more useful format for decision-makers.
  • Establish and fulfill goals and objectives.
  • Direct and effectively supervise a large diverse workforce.
  • Administer budgets.
  • Problem solves and applies common sense understanding to instructions is critical.
  • Read, analyze and interpret documents such as safety rules, operating and maintenance instructions, and procedural manuals and write reports and meet reporting requirements.
Skills:
  • Strong interpersonal, decision making, analytical, negotiating, and managerial skills.
  • Excellent oral and written presentation skills.
Licenses and Certifications Required:
  • Colorado Driver's License with a good driving record.
WORKING CONDITIONS

Physical Demands:

  • Sedentary physical work requiring the ability to lift a maximum of 10 pounds.
  • Occasional walking and standing.
  • Vision to read and interpret reports and other written documents.
  • Speech communication and hearing to maintain communication with employees and citizens.
Essential Personnel:
  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Work Environment:
  • Works primarily in a clean, comfortable environment.
Equipment Used:
  • This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
