Purpose Statement

Compliance and Records Specialist

The job of Compliance and Records Specialist is done for the purpose/s of entering and maintaining student enrollment data; filing/processing student records; monitoring data for deficiencies, reevaluation dates, record retention requirements; monitoring placement and services data; ensuring compliance with state and federal guidelines; providing support to assigned department.

Essential Functions

Attends department staff meetings; gives and receives information for the purpose of conveying and/or gathering information required to perform functions.

Collects information (e.g. MET/IEP, etc.) for the purpose of entering data accurately into the demographics software program.

Confers with supervisor, presenting and resolving complex and routine problems or questions for the purpose of discussing plans of action and making decisions.

Contacts the Arizona Department of Education regarding processes, problems, solutions, and laws (e.g. Special Education, etc.) for the purpose of resolving issues and ensuring compliance.

Creates and maintains spreadsheet and database records (e.g. special education programs and staff, student placement, class sizes, provider caseloads, charges on vouchers for private placement, invoices for private placement, miscellaneous billing reports/records, etc.) for the purpose of ensuring proper funding and compliance with state and federal guidelines.

Maintains files and records (e.g. preschool, private placement, and homebound/home instruction services, etc.) for the purpose of providing up-to-date references and an audit trail for meeting legal requirements.

Monitors data for errors, reevaluation dates, record retention requirements, and SAIS information (adjusts data provided and/or contacts schools for corrections) for the purpose of ensuring compliance with established legal and/or administrative requirements.

Performs student enrollments into the demographics software program for the purpose of ensuring compliance with financial, legal, state or federal requirements.

Processes requests for student documents and materials (e.g. special education office cards, cum files, requests for information, memos, letters, reports, etc.) for the purpose of disseminating information to appropriate parties and maintaining strict confidentiality.

Proficient and organized in creating and maintaining written and computerized files and documents (e.g. utilizing MS W ord and MS Excel; writing annual instructions, correspondence, memos, etc.) for the purpose of providing instructions for school personnel, requesting information, and/or maintaining compliance with state and federal guidelines.

Responds to inquiries from a variety of internal and external parties (e.g. staff, parents, students, public agencies, etc.) for the purpose of providing information, facilitating communication among parties and/or providing direction.

Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including pertinent software applications; and preparing and maintaining accurate records; and/or other qualifications the Board deems appropriate.

KNOW LEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and understand complex, multi-step written and oral instructions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: concepts of process/funding (e.g. Special Education) preferred; the understanding of state reporting requirements.

ABILITY is required to schedule activities, meetings, and/or events; often gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize specific, job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: adapting to changing work priorities; communicating with diverse groups; setting priorities; maintaining confidentiality; working as part of a team; problem solving; filing utilizing the alphabetical and/or numerical systems.

Responsibility

Responsibilities include: working under direct supervision using standardized procedures; providing information and/or advising others; tracking budget expenditures. Utilization of some resources from other work units may be required to perform the job's functions. There is a continual opportunity to have some impact on the organization's services.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 70% sitting, 15% walking, and 15% standing. This job is performed in a generally clean and healthy environment.
