Overall Job Objective

Summary

Under general supervision, researches, writes, reviews, and monitors grants, contracts and proposals to ensure departments are in compliance with grant and contract policies, procedures and requirements.

Minimum Qualifications

Experience equivalent to three years professional level grants writing or administration work; OR a Bachelor's degree in Business Administration, Public Administration, or closely related area may substitute for two years of the required experience. Must have a valid Arizona Driver's License and be able to meet the Community's insurance carrier requirements. Must successfully complete a background check.

Examples of Duties

  • Writes proposals/negotiates with Federal and State funding agencies. Reviews contract documents to ensure accuracy.
  • Makes recommendations to Community Council, through the Contracts and Grants Manager for approval.
  • Responds to inquiries regarding grant/contract policies and procedures.
  • Ensures all Departments comply with grant and contract requirements.
  • Maintains files on all grants and contracts.
  • Assists Department Directors with funding projections, additional funding, and related activities.
  • Establishes new grant programs.
  • Reviews or writes modifications for grants and contracts.
  • Assesses existing and proposed Community regulations for impact on grants and contracts.
  • Coordinates with Contracts and Grants Manager for input and direction.
  • Coordinates monitoring by regulatory/contractual agencies.
  • Prepares formal responses to monitoring reports.
  • Prepares and submits accountability reports on the progress of various grant funded programs.
  • Provides technical assistance to Department Directors, Community Council, and federal and state agency representatives.
  • Compiles statistical and informational data for use in reports.
  • Performs other work-related duties as assigned.

  • Knowledge of practices and procedures used in the review and evaluation of grant applications.
  • Knowledge of Federal, State and Community rules and regulations for grant and contract administration.
  • Knowledge of general accounting practices and procedures.
  • Knowledge of general budgeting practices and procedures.
  • Knowledge of general management policies, practices and procedures.
  • Knowledge of public relations/customer service practices and procedures.
  • Skill in researching specific grant and funding sources.
  • Skill in researching applicable rules and regulations and applying them to specific programs and contracts.
  • Skill in preparing and maintaining administrative files on current grants and contracts.
  • Skill in writing grants, contracts, responses to monitoring agencies/organizations, and complex monthly, quarterly, and annual reports.
  • Skill in making presentations, both oral and written, to Community Council, grant funding sources/agencies, and departments.
  • Skill in responding to technical and general inquiries regarding grant status and related issues.
  • Skill in establishing and maintaining effective working relationships with other government agencies, Community Council, Department Directors, co-workers and the public.
  • Skill in compiling statistical and informational data for use in compliance reports.
