NATURE OF WORK
Under the direction of the Administrative Judge, the position functions as the chief executive officer of the Citys Municipal Court to oversee the non-judicial administrative day to day functions.

ESSENTIAL FUNCTIONS

  1. Oversees the non-judicial day to day functions of the court as assigned by the Administrative Judge.
  2. Assists and makes recommendations to the Administrative Judge on hiring, discipline, and termination of employees.
  3. Conducts or makes recommendations on training for court staff.
  4. Develops and/or maintains courts administrative policies and procedures manual, job descriptions, and employee personnel files.
  5. Composes documents for judges, including memoranda, letters, and journal entries.
  6. Ensures performance evaluations are completed on court staff annually.
  7. Collaborates with judges to prepare and manage the courts budget, allocation of resources, and processing of contracts for goods and services.
  8. Assesses physical space needs; purchases and manages equipment and office related supplies.
  9. Verifies, authorizes and submits all vendor invoices for payment.
  10. Develops and recommends policies and procedures to address the needs of the court to ensure efficient and effective use of judicial resources.
  11. Responsible for courts compliance of Supreme Court Rules of Superintendence and all state and local reporting requirements.
  12. Collaborates with technology staff to ensure all computer hardware/software is functioning properly.
  13. Acts as a liaison with other courts, governmental agencies and criminal justice system members.
  14. Develops, submits and manages all criminal justice grants for the court.
  15. Oversees and is responsible for the administration of jury procedures/operations.
  16. Provides support to Judges and Magistrates as needed.
  17. Preforms other related duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of criminal, civil, and small claims court procedures and functions.
  • Knowledge of principles and practices of court administration.
  • Knowledge of basic fiscal and accounting principles.
  • Knowledge of correct and effective written and oral communication techniques.
  • Knowledge of management practices and procedures and human resource practices and procedures.
  • Knowledge of grant-writing principles and funding sources.
  • Ability to make independent decisions.
  • Ability to plan, coordinate, and implement new processes and projects for the court.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of MS Word, Excel, PowerPoint.

PHYSICAL REQUIREMENTS & WORK CONDITIONS

  • Majority of work is performed in an office environment where the physical demands require sitting for extended periods of time; frequent use of computers and standard office equipment; may work under stress of deadlines.

  • Sufficient ability and strength to lift, carry, or otherwise move objects up to ten (10) pounds for varying distances.
Training, Experience, and Qualifications

  1. Bachelors degree required. Degree in public administration, business administration or judicial administration preferred.
  2. Three to five years of related legal, judicial, or government administration experience required.
  3. Juris Doctorate optional
  4. Must be honest, dependable, and trustworthy and pass a background check.
