GENERAL SUMMARY:

Responsible for developing and implementing a framework, processes and reporting for the independent monitoring of lending and credit risk management by the second line (Risk Department). This is a critical area for the Bank since credit risk is the most significant risk category at EagleBank, and given the relatively complex nature of its lending activities. This position will provide knowledge leadership, coordination and support in the identification, assessment and tracking of credit risks in order to minimize their impact to the bank. A key focus of this position will be directing and coordinating the quarterly loan review of selected loans in the Banks portfolio by the external loan review vendor.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Working under the direction of the Chief Risk Officer, develop and implement second line (Risk Management) processes to monitor the activities of the lending and credit functions in the first line, including:
    • Lending activities in the Banks lending business lines
    • The credit administration function
    • The loan risk rating/grading process and function
    • Adherence to credit policies and procedures
    • Credit underwriting and analysis
    • Special focus on COVID-related loan modifications, deferrals, reserving, and monitoring processes
    • Credit exceptions granting and monitoring
    • Credit reporting
    • Credit pricing tools and analysis
    • Loan operations and servicing
    • Loan workouts, TDRs, REO and special assets processes
    • Other non-commercial lending/credit areas (residential, consumer, SBA, other)
    • The loan loss reserving process, modeling (CECL) and function
    • Participate (as a non-voting member) in key lending/credit-related meetings, representing the CRO/Risk Department such as MLC- Managers Loan Committee, DLC Directors Loan Committee, CRE Concentration Committee, Credit Risk Committee and similar committees that may be created as the need arises.
  • Direct and conduct the quarterly loan review process using the external loan review vendor, including:
    • Identify parameters for loans to be sampled by the vendor
    • Confirm adherence to policy in the loan review process
    • Coordinate information flows between the lending/credit team and the external loan review vendors. Confirm that documentation gaps identified by the vendor are resolved and that the documents are furnished to the vendor
    • Review and challenge the loan risk grade changes suggested by the vendor
    • Present loan review results, including risk grade changes, to the lending/credit teams and review/challenge with them
    • Finalize support for rating changes; prepare final report of loan review results
  • Review lending and credit policies and suggest revisions/enhancements to those policies as warranted
  • Review and challenge credit reports prepared by the Credit Department
  • Monitor credit risk analysis conducted by the credit/lending, finance and other teams that support credit decisioning, including pricing/profitability tools (ProfitStars), stress testing (Empyrean), risk rating tool/worksheets, CRE analysis modeling, other
  • Prepare Credit Risk Dashboard report for the ERM Dashboard
  • Conduct and facilitate the risk assessments (RCSAs) of the credit and lending functions
  • Participate (primarily as an observer) in internal audits of the credit and lending functions

Required Education/Experience:

  • Bachelor degree in Finance, Accounting, Economics, Risk or similar area of study
  • 10 years of experience in bank commercial credit risk management or analysis, with an emphasis on CRE
  • Several years of experience with regulatory requirements and expectation for lending and credit risk management at a financial institution asset size $10 billion or greater
  • Experience or understanding of economic, lending and credit market conditions in the Washington DC and surrounding market areas (Maryland, Northern Virginia)
