Dependency is where a juvenile in the community is either: abandoned; abused or neglected; has no parent/guardian capable of caring for the child; or is receiving extended foster care services and is working with the Courts to ensure safety, stability, and services to help the child through such a difficult process. CLASSIFICATION SUMMARY:
Responsible for the management, development, coordination, and growth of the Dependency Unit. Positions at this supervisory level are assigned a broad range of duties, including program management and development, supervision coordination of services, to include implementation of best practices, system improvement and operational management of Juvenile Dependency Court and related staff.

JOB FUNCTIONS:
  • Assists in the departmental and operational planning, direction and administration with Juvenile Dependency Court.
  • Identifies program development requirements, establishing goals and creating/implementing strategic plans.
  • Develops, implements, and administers program policies and procedures, ensuring standardization, uniformity, and compliance with Juvenile Court and Administrative Officer of the Courts (AOC) mandates.
  • Acts as a liaison between Juvenile Court Services and outside agencies, Administrative Office of the Courts (AOC) and other divisions of the Court to maintain relations and resolve issues.
  • Conducts reviews of operations, policies, and training manuals, updating them as necessary.
  • Designs and conducts research projects and surveys, performs statistical analysis, evaluates results and keeps records.
  • Ensures comprehensive training for new employees and completes performance planning and evaluations for program staff.
  • Facilitates staff development and ensures the staff achieves COJET training requirement compliance.
  • Initiates and maintains effective working relationships with internal court customers and external community partners.
  • Completes performance evaluations, assists in the hiring process, recommends disciplinary actions, approves time off, prepares work schedules and assignments.
  • Supervises, coordinates and performs a variety of administrative staff work such as: scheduling, maintaining records, responding to requests for information or services, and performs related administrative actions.
  • Supervises and evaluates the activities and work assignments of assigned personnel, reviews reports submitted by Dependency staff for completeness, accuracy and adherence to policy and procedure guidelines.
  • Provides technical assistance to subordinates in the completion of difficult aspects of their work; personally handles complex or emergency tasks as required.
  • Keeps higher level management personnel adequately informed of problems or issues which they should address; proposes alternative solutions for consideration.
  • Identifies and recommends ways to improve and streamline operations and programs.
  • Performs other duties as assigned.
Minimum Requirements

Minimum Qualifications & Special Requirements:
  • Bachelor's Degree from an accredited college or university in Psychology, Sociology, Social Work or related field; AND
  • Five (5) years of experience in the mental health, child welfare system, juvenile probation, court/criminal justice system or with a social services agency, with a focus on working with families and/or children including one (1) year of lead or supervisory experience within the area of assignment as defined above. OR
  • Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements:
Valid Arizona State Driver's License at time of hire.

Principles and practices of leadership, supervision and training.
The laws, principles, and practices of Juvenile Court as it relates to dependency.
Principles of casework, case management and team decision making.
The principles of human behavior and child development.
Facilitation and mediation processes.
Court Center processes, procedures and operations including dependency process.
Child Protective Services/Welfare, Social Services Agencies and Behavioral Health process and procedures.

Ability to:

Maintain confidentiality in court related matters.
Organize, assign, coordinate, train, supervise and evaluate work activities of assigned staff.
Work with material/information that is confidential, sensitive or urgent and requiring extreme tact, courtesy and mature judgement.
Communicate effectively with a large variety of court employees, representatives from external agencies and socially, economically and culturally diverse persons in the general public.
Initiate and administer projects.
Prioritize, organize and research compiled data, reporting information effectively, and maintaining confidential information.
Engage parties in conflict resolution.
Use a personal computer, electronic networks and other information and communications technologies.

Physical Requirements:

Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see and read; hear and speak to communicate with customers in person and over the phone. The ability to withstand varying weather temperatures; lifting of up to 25 pounds, unloading, pushing and carrying small to large shipments to and from various locations throughout the County.

Working Conditions:
Typically performs duties in an office environment. Must be willing to work evenings/weekends as required and travel periodically.
