OVERVIEW OF POSITION / DEPARTMENT
Under the general direction of the City Clerk, the Deputy City Clerk is responsible for planning, organizing and directing a variety of complex administrative, technical, and possible supervisory duties in support of the City Clerks office day-to-day operations. The Deputy City Clerk helps to implement processes and procedures that follow the statutory guidelines for conducting public meetings and providing access to public records/information. The Deputy City Clerk provides a high level of administrative and technical support to the City Clerk and performs all duties of the City Clerk in his/her absence. PRIMARY DUTIES & RESPONSIBILITIES

  • In a manner consistent with the Open Meetings Law; ensures agendas, minutes, and public notices are distributed and posted for all public meetings and related public hearings. Oversees or performs an accurate recording of the proceedings and preparation of the minutes using proper legislative terminology, recording, indexing and filing for the public record.
  • Assists with reviewing and responding to requests for information from department personnel, representatives from other agencies, and the general public in accordance with the Colorado Open Records Act.
  • Oversees the maintenance, preservation and destruction of public records. Works closely with departments to determine best processes for the systematic preservation of total life cycle of records using both manual and automated methods as required. Assists with developing and implementing improvements to the Citys archiving system.
  • Aids in support of special and regular elections and serves as liaison to the Election Commission, City Council and candidates.
  • Coordinates assigned duties and responsibilities with other City Departments and outside agencies; provides highly responsible and complex administrative support for the City Clerk, the City Council, and the City Manager; performs related work as required; and in the absence of the City Clerk, the incumbent will exercise signatory authority for contractual agreements and other official documentations of the City.
  • Composes and types routine letters and memoranda; processes invoices, purchase orders, and requisitions; organizes and maintains files or supervisors correspondence and records; routes or answers routine correspondence not requiring the City Clerks attention; assists the public by answering inquiries or referring them to appropriate staff and/or requested services.
  • Performs other related duties as assigned.


MINIMUM QUALIFICATIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

  • Bachelor's Degree in Public Administration, Business of related field. Experience:
  • (3) years progressively responsible public administration, public policy, legal, or paralegal experience in a medium to large sized municipality
  • At least (2) years supervisory/leadwork experience. Knowledge:
  • Knowledge of basic parliamentary procedure, the Open Meetings Law, and the Colorado Open Records Act.
  • Knowledge of local, state and federal regulations affecting records management, retention and retrieval.
  • Knowledge of public records, disclosure regulations and legal terminology.
  • Knowledge of office management procedures and standard office equipment.
  • Skill in completion of technical legal documents requiring a high degree of accuracy.
  • Skill in operating a variety of standard office equipment.
  • Skill in transcribing recorded information and typing at 60 w.p.m. net.

Abilities:

  • Ability to establish and maintain effective working relationships with senior management, employees, citizens and elected officials.
  • Handle sensitive situations with tact and diplomacy.
  • Communicate effectively both orally and in writing.
  • Establish and fulfill goals and objectives.
  • Direct and effectively supervise other employees.

Skills:

  • Skill in completion of technical legal documents requiring a high degree of accuracy.
  • Skill in operating a variety of standard office equipment.
  • Skill in transcribing recorded information and typing at 60 w.p.m. net.
  • Strong interpersonal and managerial skills.
  • Skill in the use of personal computers with related software applications-including word processing and spreadsheet software programs.

Licenses and Certifications Required:

  • Colorado Drivers License with a good driving record.
  • Notary Public Certification (or ability to achieve within six months).
Preferred:
  • Certification as a Municipal Clerk and/or Master Municipal Clerk is also highly desirable.
  • Familiarity with election law and/or experience administering municipal elections preferred.
WORKING CONDITIONS

Essential Personnel:

  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
  • Sedentary physical work requiring the ability to lift a maximum of 10 pounds.
  • Occasional lifting and carrying of objects.
  • Some walking and standing.
  • Some hand/eye coordination to operate a computer terminal.
  • Vision to read and interpret reports and other written documents.
  • Frequent speech communication and hearing to maintain communications with employees and citizens. Work Environment:
  • Works primarily in a clean, comfortable environment. Equipment Used:
  • This position may require the incumbent to regularly use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
