**While the full salary range for the Digital Evidence Technician position is $23.25 - $34.88 hourly / $48,360.00 - $72,550.40 annually, the anticipated hiring range is $23.25 - $29.07 hourly / $48,360.00 - $60,465.60 annually. Final salary will DOQ.**

GENERAL STATEMENT OF DUTIES:
Under the general supervision of the Digital Evidence Supervisor this position uses best practices for the highly detailed preservation and archiving of digital evidence and operates digital evidence processing equipment. Performs skilled and complex digital and non-digital media (video, photo and audio) processing, reproduction and data maintenance work to respond to internal and external requests. Performs skilled work operating equipment, downloading digital files from the computer, maintaining digital storage and retrieving property/evidence to provide services for other departments/office staff and external sources. Works with the Agency Body Worn Camera (BWC) administrator to store, maintains and processes the Agency BWC media files. EXAMPLES OF ESSENTIAL FUNCTIONS:

- Provides discovery to the District Attorneys Office, which consists of body worn camera videos and photos uploaded from Patrol, Investigators and the Crime Lab, audio from telephone and radios of calls for service in dispatch, and any other digital data stored at the Sheriffs Office needed for discovery.
- Is able to assess deadlines required of the requested discovery and determines a completion priority.
- Knowledge of the rules for discovery requests and how digital evidence is affected.
- Ability to use digital evidence management systems to interface and manage electronic videos, photos and documents.
- Knowledge of evidence handling procedures for the continuity and chain of custody of evidence.
- Ability to operate computer system hardware and software to process digital media (video, photo and audio) evidence. Is able to investigate and locate digital evidence inside a complex computer storage system. The ability to recognize and solve problems that are not easily recognizable.
- Demonstrates a full understanding of job-required computer systems and software applications. Utilizes the related department-specific procedures to complete daily assignments.
- Able to adapt to changing practices and discovery processes, evolving computer software and storage systems and can accommodate these changes.
- Maintains security of imaging evidence.
- Maintains negatives and digital files containing photographic evidence from crime scenes and accidents.
- Adjusts and edits images to aid in the identification of persons or objects in photographs and videos.
- Assists outside agencies with photo requests.
- Orders and maintains inventory, if necessary.
- Assists in copying audio/video recordings in Evidence, when requested.
- Prepares audio/video requests made by the public, including redaction.
- Prepares reports for lab requests requiring a progress/supplemental report.
- Provides witness and testimony, as required by courts, concerning processing procedures and security of digital evidence.
- Enters statistics into Agency databases and enters case activities for all requests.
- Maintains regular and acceptable attendance at such level as determined at the Sheriffs Office discretion.
- Is available and willing to work such overtime per day or per week as the Sheriffs Office determines necessary or desirable to meet its needs.
- Is available and willing to work such weekends and holidays as the Sheriffs Office determines necessary or desirable to meet its needs.
- Performs duties onsite, except those job duties that are customarily or by nature performed offsite.
- Operates computers and standard office equipment, including multiple computer software applications.
- Follows and supports the mission, values, organizational philosophies, operational principals, code of conduct, and policies and procedures of the Sheriffs Office.
- Interacts effectively with others.
- Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of different digital storage devices, digital image file types, digital media practices, processes, and equipment.
- Basic to expert experience with Windows Operating Literacy.
- Ability to effectively maintain, organize, and distribute mass quantities of agency, DA and public requests, digital images, and other digital evidence files.
- Ability to track inventory, locate part numbers and contact appropriate vendor.
- Ability to operate photographic equipment (i.e. negative scanner, SD cards, cellular devices, etc.).
- Ability to operate multiple computers and commonly used computer software programs, as well as any other standard office equipment, as required by position.
- Ability to apply sound reasoning and decision-making.
- Ability to interact in a professional manner with all staff.
- Ability to get along well with others.
- Ability to communicate effectively in both verbal and written English.
EDUCATION: High School graduate or G.E.D. equivalent.
EXPERIENCE: One (1) year of general office experience.
OR
Any combination of education and experience that satisfy the requirements of the job as approved by the Sheriff.
CERTIFICATIONS / LICENSES: None.
PREFERRED QUALIFICATIONS:
Experience with computerized digital processing, and video processing, investigative or forensic investigative experience and/or police crime lab background preferred. Knowledge and experience with Adobe also preferred.
NECESSARY SPECIAL REQUIREMENTS:
- Must possess a valid Colorado drivers license.
- Must possess CPR and First Aid certification within the initial status period.
- Must be able to type 30 WPM corrected.
- Must possess sufficient strength to move and carry required equipment within the work environment.

- Occasionally lifts or carries up to 20 lbs. when moving office supplies, equipment or files.
Personal contacts with individuals occur on a daily basis. Contacts include interaction with supervisors, subordinates, co-workers, other law enforcement/judicial personnel, public, and suspects.
WORK ENVIRONMENT:
Work is performed in a standard office environment (Admin building, Administrative position). Exposure to chemicals carcinogenic substances and fumes is possible. Exposure to graphic details of law enforcement encounters and crimes, including homicides, assaults, and sexual assaults, is probable.
401(a) DEFINED BENEFIT RETIREMENT PLAN:
Arapahoe County Sheriff's Office employees participate in a mandatory defined benefit program designed to help employees establish a source of income for retirement years. Through the Plan, eligible employees must set aside 9.00 percent, which is subject to change in the coming years, on a pretax basis of which the County matches dollar-for-dollar.
BIO-HAZARD NOTICE:
This position works in a Crime Laboratory setting and has been determined to have a MODERATE exposure risk to "biohazards" associated with blood-borne pathogens HIV (aids), HBV (hepatitis B) virus, and airborne transmissions of TB (tuberculosis). Members are advised that exposure to a "biohazard" may result in severe illness or death. Members are required by agency policy to use protective equipment and clothing. Inoculation may be required to prevent or treat exposures to "biohazards".

Applicants are advised that areas for disqualification from further consideration include, but are not limited to, the following:
* Illegal Drug Use - Applicants who have recent illegal drug usage will be disqualified. Recent drug use includes marijuana within one (1) year and all other illegal drug use within the past five (5) years. All other illegal drug use will be evaluated on a case-by-case basis.
* Any felony conviction
* Driving Record - This includes receiving a DUI within the past five (5) years, having your driver's license suspended for any reason within the past five (5) years, and having five (5) or more tickets within the past five (5) years.
* Outside activities which may be deemed a conflict of interest
* Revelation or discovery of assaultive behavior
* Documented record of prior work performance
* Unsuccessful completion of any basic requirement
* Inability to perform the essential functions of the position
* Police history - type, frequency and nature of contacts(s)

REQUIRED EXAMINATIONS:
The screening process for any position within the Sheriff's Office may include written test(s), an oral interview, skills test(s) and/or other selection methods designed to measure applicants' ability to perform the essential functions of the job they are seeking.
Additional required tests/examinations also include:
- Typing Test: 30 WPM or faster corrected
- Wonderlic HAY Test
- Phase I Suitability Exam
- Polygraph Examination
- Psychological Evaluation
- Medical Examination, including a drug screen
- Background Investigation - This will include, but is not limited to, contact with the applicant's former employers, associates, neighbors and other pertinent sources. Applicant's military history, school records, police records and driving record will also be investigated. All examinations are conducted by qualified/licensed individuals designated by the Sheriff's Office at the Sheriff's Office expense.
Due to the nature of the application and selection process for the Sheriff's Office, applicants can reasonably expect the application process to take a significant amount of time to complete before a decision is made to hire or not to hire. Typically, it takes approximately six (6) to twelve (12) weeks from the date of application to complete the entire selection process. The length of time it takes to complete the process can vary depending on a variety of factors. Please note that this is an estimated duration of the selection process.
WORK SCHEDULES:
Employees are required to work the time periods and/or shifts, rotational and/or stationary, and location assignment, consistent with the needs of the Sheriff's Office.
DUTY ASSIGNMENTS:
All applicants hired by the Sheriff serve at the pleasure of the Sheriff of Arapahoe County and may be assigned to any of the agencies bureaus, sections or units at the discretion of the Sheriff or his duly appointed representative. Employment is at the will and pleasure of the Sheriff, per Colorado State Statute: 30-10-506. Written policies and other manuals do not alter the at will status of employment.

INITIAL STATUS PERIOD OF EMPLOYMENT:
Successful applicants are subject to an initial status period of employment. This initial status period is twelve (12) months for all positions. The initial status period is regarded as part of the applicant's examination process and will be utilized for purposes of employee evaluation, training and adjustment to the demands of the profession. New employees, who fail to perform satisfactorily during the period, may be separated from the Sheriff's Office, depending on the circumstance of each case.
POLICY ON REAPPLICATION:
Applicants who failed a written test may reapply and retest no sooner than six (6) months from the date they took the written test. All other applicants who are disqualified can reapply with the Sheriff's Office no sooner than one (1) year from the date of notification of non-selection.
