Job Description

JOB GOAL:

Oversee the business activities of the Business Services Department to ensure the Districts financial operations and procedures are in compliance with District policy, GAAP, federal and state statutes, rules, and regulations. Perform a variety of budget, accounting and finance functions to assist the Chief Financial Officer.

QUALIFICATIONS:

  1. BS or BA in Accounting or Business Administration or related field plus 2 years verifiable work experience in school district leadership. Masters Degree Preferred.
  2. Working knowledge of the Uniform System of Financial Records for Arizona School Districts (USFR)
  3. Experience in utilizing computerized accounting applications - Experience with Visions software preferred
  4. Possess excellent oral and written communication skills
  5. Ability to organize and prioritize work
  6. Ability to apply technical knowledge and fundamental principles in such fields as accounting, administration, budget and finance
  7. Experience in analyzing records and maintaining financial records
  8. Knowledge of laws and regulations governing school districts which pertain to school business and finance
  9. Good working knowledge of Microsoft Office Software
  10. Must pass fingerprint and background check

PERFORMANCE RESPONSIBILITIES:

Responsibilities shall include, but not be limited to, the following:

  1. Supervise all functions of the Business Services Department
  2. Prepare evaluations for staff and communicate performance regularly
  3. Manage resources and job duties, reassigning as necessary, to ensure fluidity and efficiency while maintaining compliance through strong internal controls
  4. Provide reports and information to the CFO as needed, but at least monthly
  5. Monitor budget expenditures and assist in budget preparation, Annual Financial Report preparation, and budget input into Visions software
  6. Coordinate with Grants Management Specialist and Coordinator of State and Federal Programs concerning all grant funding
  7. Coordinate with CTE Director on all financial information and reports to the JTED
  8. Reconcile District financial records with the Maricopa County School Office and the Maricopa County Treasurers Office.
  9. Oversee bidding for any procurements needing to be solicited using the sealed bid process
  10. Monitor and oversee procurement to ensure compliance with the assistance of the Procurement/Accounting Specialist
  11. Audit and ensure compliance on attendance and enrollment process to ensure accuracy of District ADM reporting with Arizona Department of Education
  12. Serve as District Liaison for state-mandated audits
  13. Monitor the E-rate process and serve as a point of contact in the application of E-rate funds.
  14. Monitor and assist in the submission of Cash Management Reports
  15. Monitor Grant end of year balances and reversions from Completion reports
  16. Help with Comparability Report when due
  17. Ensure coordination and communication with other departments and school site to relate financial and business matters to the needs of school administration, instructional programs, and school services

TERM OF EMPLOYMENT: 12 month

COMPENSATION: Administrative Salary Schedule

BENEFITS: As per District policy

REPORTS TO: Chief Finance Officer

EVALUATION: Initial evaluation to be completed no later than ninety (90) days after first day of work; thereafter, annually by supervisor.

HOURS: 40 hours per week

CLASSIFICATION: Exempt
