Summary: Under general direction, incumbent(s) administers the Academic Support Programs department, including overseeing supervision of staff, developing and evaluating processes and procedures, managing departmental budget, and ensuring compliance. Incumbent(s) educates District staff and Governing Board of the community programs policies and procedures. In addition, incumbent(s) oversees the implementation of the Use of School Facilities, including approving usage of facility and determining fees and schedules.

Essential Functions:

  • Administers the development, implementation, and evaluation of the Academic Support Programs that include, but are not limited to After School Academy programs (Including 21st Century, City of Phoenix & community supported program) , KidSpace AM/PM programs, KidSpace Early Childhood Enrichment programs and WESD Enrichment programs/vendors at various schools. Establishes and implements departmental procedures and practices to ensure effectiveness and efficiency.
  • Creates, writes and implements new after school programs to meet the changing needs of schools. Works with community partners to support new learning opportunities and secures needed funding from community partnerships and grants.
  • Supervises the Academic Support Programs staff administrator, coordinators and managers and oversees the supervision of the program support staff, including determining workloads, establishing work schedules, monitoring work performance, recommending new hires and terminations, conducting performance evaluations, performing training functions of support staff, maintaining personnel records, and resolving staff conflicts.
  • Oversees the implementation of the Use of School Facilities program, including developing and facilitating Facility Usage Council, creating standards and handbooks, determining fee schedules, handling complaints or concerns from schools and community, and verifying and approving use of school facilities by outside agencies and community services.
  • Works to secure the needed funds to support the department programs and activities. Works in collaboration with school principals and teams to write and submit competitive grant applications to support quality after school programming at no cost. Reviews potential grant opportunities. Writes, submits special grant projects as directed.
  • Oversees the Academic Support Programs budget. Develops and helps manage budgets associated with all after-school programs, including following district budgeting process and grants requirements, making staffing decisions, recommending additional funding, and authorizing expenditures.
  • Educates administrators, principals, Superintendent and Governing Board members on policies and procedures relating to Community Education Programs and Facility Usage. Makes recommendations to update Governing Board policies in relation to Academic Support Programs and Facility Usage.
  • Develops and oversees quality staff development and helps to create tools to support all staff working with the Academic Support Programs department. Helps to develop leaders in after school programming.
  • Serves as a liaison to coordinate programs with all ancillary agencies. Collaborates with schools and departments to deliver services to students and families.
  • Participates in District and grant required meetings and attends conference and seminars to ensure the community programs procedures and practices are in compliance with federal, state, city, and agency regulations. Ensures all reporting is accurate and submits reports to fulfill appropriate requirements.
  • Conducts research to determine the best source of funding to meet various needs. Writes and edits grant proposals, annual reports, and grant announcements for District staff.
  • Performs other realted duties as required.

Required Qualifications:

To be eligible for this position, an applicant must meet the following required qualifications. Verification of these required qualifications is necessary.

  • Bachelors degree in education or related field.
  • Three years of administration experience;
  • Valid Arizona Department of Transportation drivers license.

Preferred Qualifications:

It is preferred that applicant possesses the following preferred qualifications; however, the following qualifications are not required to be eligible for this position.

  • Masters degree in education or related field.
  • Five years of experience in community education programs
  • Valid Arizona Department of Education teacher certificate;
  • Valid Arizona Department of Education supervisory certificate.
