Job Description

Overall Job Objective

Summary

Under limited supervision, coordinates, plans, directs, and oversees the activities and operations of various emergency management programs, to include policy and procedure development, drill, and exercise program management, education and training development, and emergency response management for the Ak-Chin Indian Community. Responds to major emergencies to assume Incident Command when needed. Serves as administrator for the Tribal Emergency Response Operation team (TERO).

Minimum Qualifications

Bachelor's degree in Public Administration, Business Administration, or Emergency Services and three to five years of fire department experience with program management; OR any equivalent combination of education and experience which would provide the desired knowledge, skills, and abilities necessary to perform the duties and responsibilities such as those listed below. Must be certified as a Firefighter I and II and Emergency Medical Technician by the State of Arizona (submit proof of certifications). Must have a valid Arizona Driver's License and be able to meet the Community's insurance carrier requirements.Must successfully pass a background check and pre-employment physical. Must acquire CEM certification within one year of employment and be willing to travel in and out of state.

Examples of Duties

  • Plans, develops, implements, and administers emergency management plans for the Ak-Chin Indian Community, in accordance with strategic plans, Ak-Chin policy, and FEMA requirements and standards.
  • Establishes the Emergency Operations Center (EOC), is responsible for its operation and organizes personnel, resources, and facilities in times of emergency.
  • Serves as the Community's liaison on emergency preparedness issues with the United States Federal Emergency Management Agency, the State of Arizona Division of Emergency Management, Pinal County Department of Emergency Management, and other local municipalities.
  • Collaborates with internal and external emergency agencies in the establishment of community-wide, and community -related emergency management programs, strategies, and initiatives.
  • Responds to and coordinates management of emergency events and/or incidents involving the Indian Health Services; serves as primary point of contact for the Community on emergency management issues.
  • Administers the process for submitting federal and state reimbursement claims for the Community's costs during and after emergency operations.
  • Develops and implements emergency response drills and exercise programs; administers and conducts emergency response training for the Community and Community departments.
  • Administers the Emergency Response Workforce Team, to include all aspects of Human Resources, Administrative, and Property Management for a large on-call force.
  • Represents the Ak-Chin Indian Community on various local, regional, and national committees and task forces as directed.
  • Develops and implements policies and procedures consistent with those of the organization to ensure efficient and safe operation of the Community.
  • Reviews and provides recommendations on tribal, state, and federal emergency management legislation, policies and procedures.
  • Develops and implements systems and processes to establish and maintain records for the operating units.
  • Prepares the annual budget and regularly monitors expenditures.
  • Assists in preparing grant applications and monitoring to ensure compliance.
  • Serves as the Community's Bio-Terrorism contact and develops the Tribal Bio-Terrorism Response Plan.
  • Responds to major emergencies to assist staff with mitigation efforts, assuming Incident Command when appropriate.
  • Prepares and submits reports related to department activities and maintains appropriate record keeping data base.
  • Operates emergency response vehicles.
  • Operates computerized fire dispatch and information systems.
  • Performs other job-related duties as assigned.
Other Requirements

  • Knowledge of Tribal, Federal, State, and local regulations and guidelines related to emergency management and disaster medical assistance.
  • Knowledge and understanding of a wide range emergency response procedures, guidelines, and standards.
  • Knowledge of general management principles including employee supervision and training.
  • Knowledge of equipment requirements for modern fire suppression and prevention activities.
  • Knowledge of fire suppression principles, methods, techniques, and practices.
  • Knowledge of operation techniques, purpose, and use of various tools, equipment, vehicles, and apparatus used in the fire suppression, rescue and medical assistance operations.
  • Knowledge of first aid, CPR, and other emergency medical assistance techniques.
  • Knowledge of Ak-Chin Indian Community fire safety codes and ordinances.
  • Knowledge of the street names and locations n Ak-Chin and the surrounding area served.
  • Knowledge of HIPPAA requirements.
  • Skill in directing fire suppression activities at a fire scene.
  • Skill in establishing and maintaining effective working relationships with Community Council members, other top management, business owners/managers, other Fire Department staff and the public.
  • Skill in preparing and conducting employee training programs and activities.
  • Skill in evaluating staff performance to determine if fire and emergency medical assistance services meet established standards.
  • Skill in following complex oral and written instructions, procedures, and guidelines.
  • Skill in communicating using standard telephone and two-way radio equipment.
  • Skill in safely and effectively operating a full range of fire suppression/emergency response apparatus, vehicles, and equipment.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Skill in the development of emergency response drill and exercise programs.
  • Skill in the use of a computer.
  • Skill in budget preparation and fiscal management.
  • Skill in organizing resources and establishing priorities.
  • Skill in administration, operations, and property management.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse Community.
  • Ability to develop and implement effective emergency response plans, procedures, and documentation.
  • Ability to respond to Tribal Community needs in a timely and culturally sensitive manner.
  • Ability to develop and present educational programs and workshops.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to develop and maintain a recordkeeping system and procedure.
  • Ability to respond outside of normal working hours on an on-call or pager basis.
