Job Description

Location: SW Divisional Headquarters – Phoenix, AZ

Supervisor: Divisional Secretary for Program (DSP)

Status: Exempt

Scope of Position: The DSSD supports and promotes high quality, competently delivered social services with targeted problem solving and innovative response to the challenges and needs of varying communities. Major job components involve support of programming, community alliances/partnerships through officers/administrators, and encouraging and evaluating adherence to the policies and procedures of The Salvation Army’s social services programs. The DSSD will discharge the duties and responsibilities of the office consistent with the mission principles and standards of The Salvation Army, in keeping with sound social work ethics, values and compassion for people.


QUALIFICATIONS:

Education/Experience

      Required:

  • MSW or comparable master's level preparation.
  • Minimum five years’ experience in developing and delivering social services.
  • Minimum 2-3 years’ experience in management / administration of social services programs to include supervisory of upper management staff, teaching/training, budgets, grants, program, and performance management.

      Preferred in addition to above:

  • Minimum three years’ experience at the administrative level.
  • Minimum three years’ experience delivering Salvation Army Social Services.
  • A working background in community development with a collaboration component.
  • A working knowledge of Salvation Army operations, policies and procedures

 

Knowledge, Skills and Abilities

Required:

  • Familiar with social service programs involving homelessness, substance recovery, day care, shelters, feeding, and residential units.
  • Ability to create positive working relationships with economically, educationally, and socially diverse populations.
  • Professional level of confidentiality in handling complex business matters.
  • Knowledge of government and contract/grant compliance regulations related to social service programs. 
  • Demonstrated ability to handle and manage multiple priorities.
  • Excellent verbal and written communication skills are essential to fulfill the responsibilities of this position.
  • Proficiency in Microsoft Office 365 Software.
  • Ability to produce written documents and handle paperwork with minimal clerical assistance.
  • Ability to read and understand written documents and contracts/grants.
  • Ability to read and understand financial statements and reports.
  • Proficiency in budgeting and fiscal management.
  • In addition to the usual office equipment the following equipment will be used: Telephone, computer with screen monitor, fax, scan, copier, and 10-key.

Preferred in addition to above:

  • Bilingual (English/Spanish) 

Working Conditions

  • Able to travel throughout the SW Division and/or Territory, moving about from place to place inside and outside of buildings on differing surfaces and all types of climate experienced in Arizona, New Mexico & Nevada.  
  • Must have a valid driver's license and a safe driving record. Must be able to operate a motor vehicle in a safe and reliable manner. This position will necessitate driving long distances in Arizona, New Mexico & Nevada, which may include night driving, overnight travel, and extended travel of three days or more. Must be able to travel by airplane.
  • Must be able to work with minimal supervision and be comfortable working with a high degree of independence. May be required to make independent decisions that may involve unique or unusual situations and/or complex issues and dealing with demanding requests and/or timelines.
  • Must pass a criminal background check.
  • Must take and pass the annual Salvation Army Fleet Safety e-training
  • This position has access to confidential and private information. It is essential that confidentiality and privacy be maintained.


RESPONSIBILITIES:

General

  • Serve as a liaison on social service matters between the field and administration.
  • Consult with and advise Corps Officers, program and institution directors, and Divisional Staff on matters pertaining to social services, giving special emphasis to appropriate and effective delivery of service.
  • Support local units throughout the year by encouragement, visitation, meeting with appropriate personnel.
  • The DSSD will represent The Salvation Army on Boards, Committees, Task Forces and Community Initiatives at the Local, Regional, Divisional and Territorial level as assigned. 
  • Serve on committees related to case management, emergency assistance, and building sufficiency, as requested or appointed.
  • Provide information and analysis, to administration and the field, regarding current public issues and their impact on Salvation Army programs. 
  • The DSSD will provide support to the Divisional Emergency Disaster Services Coordinator in managing assistance to survivors of disasters.
  • Maintain the WellSky Community Services database which consolidates program data across units and ensure the accuracy of data entry into the database. 

 

Program Development, Review & Outcomes

  • The DSSD will encourage the development of new program initiatives and provide advice and support to Officer and employee staff involved in the submission of program proposals through Divisional and Territorial Headquarters.
  • Assist in the development of concept outlines program proposals, funding, and strategies for new programs, and assist local units in processing proposals through Program Council Process. 
  • Responsible for DPC files & tracking of all proposals.
  • Conduct program reviews and provide recommendations regarding all aspects of the program. 
  • Provide current information, to administration, Corps & programs, on new & existing resources.
  • The DSSD will review & evaluate social service program operations, use of personnel, facilities and resources.

 

Education/Training/Development

  • The DSSD will develop and implement educational, training, and staff development opportunities for employees, volunteers and officer staff to promote and support the effective and professional delivery of Social Services throughout the Southwest Division, including workshops, conferences, POH & WellSky training in support of standardizing delivery of service.


Education/Training/Development

  • The DSSD will provide technical supervision (to the level of DSSD’s credentialing) to staff, volunteers, interns, and BSW/MSW students, when such supervision is made part of an arrangement upon the supervisee's hire or engagement in volunteer and/or intern services. Such clinical supervision will be covered under TSA malpractice insurance coverage.
  • Provide social service on-boarding for all new Social Service Directors, as requested by the unit & service as liaison to DHQ.
  • Mentor and counsel employees regarding social service career opportunities within The Salvation Army.
  • Maintain an up-to-date training database for the SW Division.

 

Assistance Requests

  • Respond to calls and correspondence regarding social service assistance and forward requests for assistance to local units.

 

Grants & Contracts

  • Review grants/contracts and advise administration of potential problem areas.
  • Negotiate changes of contractual agreements with federal, state & local governments.
  • The DSSD will identify and distribute current information on funding and assistance opportunities and other appropriate resources. Collaborate with the Development Department to assist with identification and procurement of program funding.
  • Assist local units with annual TL Williams grant proposals.
  • Assist Corps Officers and program directors in negotiating contractual agreements between The Salvation Army and local, state, regional or federal government authorities.
  • Conduct all written or verbal communication regarding social services related contract matters with the Territorial Headquarters (THQ) Legal department, requesting appropriate action or required documents.
  • Prepare social service contracts for signing by the corporation's board of directors.


Audits

  • Prepare reports on processed contracts for Divisional Finance Department, auditors & THQ.
  • Develop annual listing of government contracts for Divisional Review.
  • Prepare additional reports as requested on status or nature of governmental support. 


Compliance

  • The DSSD will be responsible to oversee the Southwest Division's contractual/grant agreements with both public agencies and private care providers as related to the provision of social services and to be sure that The Salvation Army remains in compliance with all contract terms mutually agreed upon at the time of signing.
  • Review all government contracts & grants as submitted and process them through Legal and administrative review in preparation for submission to the Command Finance Council (CFC).
  • Monitor government grants and contracts for compliance and maintain files for each funding source.
  • Prepare and submit additional reports as may be requested on the status or nature of public support.

 

Social Justice

  • Serve as an active member of the US West Social Justice Council & Divisional contact for Social Justice.
  • Disseminate social justice information to local units
  • Provide training and awareness presentations to local units
  • Provide leadership for TSA initiative to assist victims of human trafficking

 

Pathways of Hope (POH)

  • Ensure quality of both POH planning and implementation by participation with POH planning & development at local units.
  • Ensure consistent communication by participating in regularly scheduled conference calls with the Territorial Pathway of Hope Project Manager, local caseworkers, & Officers
  • Ensure consistent internal communication and understanding of program developments by sharing electronic and hard copies of updated information with Divisional staff and Corps. 
  • Prepare bi-monthly reports on the POH progress & status
  • Ensure quality of local data and reporting of information that will support National & Territorial POH program outcomes.
  • Ensure relevance and consistency of POH by the ongoing development of policies and procedures, goals & objectives, and outcome-based measures related to the POH.
  • Assist scaling of POH and learning agenda for the purposes of further development of the POH model and support of kindred projects, as requested and/or assigned.
  • Oversee POH annual evaluations/outcomes measurement for cluster(s) of Corps and complete summary/review report.
  • Report any POH implementation challenges and work with the POH program 
  • All other duties as assigned, as they relate to the position of Divisional Social Service Director.
