ESSENTIAL JOB TASKS:
Must be available 24 hours/365 days. May be required to work evenings, weekends,
rotating shifts, holidays, and will rotate as on-call duty officer.

DISTINGUISHING FEATURES OF THE CLASS:
The Emergency Management Specialist will provide strategic direction in emergency preparedness and
management of the whole community and is responsible for assessing, developing, updating, revising,
communicating, and maintaining annual key organizational emergency plans: GRIC Emergency Operations Plan,
Multi-Hazard Emergency Operations Plan, Disaster Emergency Assistance Plan, Hazard Mitigation Plan, District
Emergency Operations Plan, Continuity of Operations Plan etc. The incumbent will design, test, coordinate,
execute, evaluate table top, functional and full scale exercises; will work with GRIC departments, districts and
programs to develop, review and revise the emergency operation plans annually; will serve as liaison collaborating
with surrounding jurisdiction partners to develop and maintain partnerships for a more regional approach to
response and recovery.

ESSENTIAL FUNCTIONS:
Coordinate disaster response or crisis management activities at the department/program level.Provide disaster preparedness training and prepare emergency plans and procedures for implementation at the
department levelCollaborate with other officials in order to prepare and analyze damage assessments following disasters or
emergencies.Consult with officials from the GRIC, schools, hospitals, and other institutions in order to determine their
needs and capabilities in the event of a disaster or other emergencyDesign and administer emergency/disaster preparedness training courses that teach people how to effectively
respond to emergencies and disasters.Develop and maintain liaisons with local governments and similar entities in order to facilitate plan
development, response effort coordination and exchanges of personnel and equipment.Develop and perform tests and evaluations of emergency management plans in accordance with best practices
and standards.Coordinate disaster response or crisis management activities such as ordering evacuations, opening public
shelters, and implementing special needs plans and programs.
Perform other related duties as assigned.REQUIRED KNOWLEDGE SKILL AND ABILITY:Ability to interpret and refine plans based on experience technical knowledge and applicable Federal
Emergency Management Agency (FEMA) requirements.Ability to work independently.Ability to develop interactive exercises from emergency plans in accordance to Homeland Security Exercise
and Evaluation Program (HSEEP) and have successfully completed HSEEP training.Must have working knowledge to develop Continuity of Operations Plans (COOP).Must be available to work after hours and on weekends in the event of an emergency where activation of the
Emergency Operations Center is needed.Considerable knowledge of law and regulations governing the allocation and control of Federal funds.
Ability to communicate effectively verbally and in writing.Ability to maintain accurate records and prepare reports.Ability to establish and maintain effective working relationships with other employees, Community Officials
and the general public.Ability to perform all physical requirements of the position; agree to maintain a drug-free workplace.REQUIRED EDUCATION AND EXPERIENCE:Bachelors degree from an accredited college or university in Emergency Management, Communications,
Public Safety, Public Health or a closely related field and two (2) years experience in public safety or public
health planning which included emergency management program coordination, development and planning;
OrSix (6) years of professional emergency planning.ADDITIONAL RE ZUIREMENTS:Must have successfully taken and received certification in; FEMA Incident Command Systems (ICS) courses
or training, ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, ICS 800; Continuity of Operations Awareness
Course and a Homeland Security Exercise and Evaluation Program (HSEEP) course.Required to obtain a Tribal Driving permit.Required to pass a background check and fingerprint clearance as a condition of employment and must
continue to maintain throughout duration of employment. Background checks are required for positions that
involve regular contact with or control over Community Children in accordance with The Indian Child
Protection and Family Violence Prevention Act, 25 US. C. Sections 3201 through 3210 and C.F.R. Part 63
and positions that have regular contact with the Elderly.Required to obtain a Tribal Operators permit. Valid state drivers license with a current proof of driving
record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record
must be submitted with application and must not be more than 60 days old from the date of submission
