Collect, analyze, and report data from pollution emission sources in the county for internal, state, and federal departments, determine the extent of pollution emitted, the source, the type of pollutants released, and the quantity of pollutants discharged, and develop and manage County Emissions Inventory (EI) database and related GIS data to develop, assess, and allocate source data and emissions as they pertain to regulated pollutants under basic supervision.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Responsible for collecting and analyzing data from pollution emission sources in the county and developing reports for internal, state, and federal departments and determine the extent of pollution emitted, the source, the type of pollutants released, and the quantity of pollutant discharged.
- Develop and manage EI database to determine Pinal County compliance with National Ambient Air Quality Standards (NAAQS) and the US Environmental Protection Agency (EPA) Clean Air Act, evaluate data, and develop status reports to assist in development of plans to curtail emission problems and maintain EPA standards.
- Develop emissions inventory estimates for area, biogenic, and other applicable pollutant sources.
- Review and develop Geographic Information System (GIS) files for inventory purposes, make technical edits where needed, and perform site visits as required for data verification.
- Enter pollutant data into County emissions inventory database and the national emissions inventory system.
- Run computer models (i.e. AERMOD) to ascertain the concentration of pollutants in a specific areas and locations.
- Develop research papers and scientific reports.
- Issue dust and open burn permits and review and verify technical details.
- Attend meetings with other regulatory agencies to discuss emissions inventories, State Implementation Plans, environmental control issues, and/or other pertinent air quality issues.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
- Performs quality assurance of monitoring data that will include data and site reviews. Findings will be reported to the Planning Manager and Monitoring Manager.
- Participate in quality assurance meetings.
- Standard operating procedure (SOP) review
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor's degree in Physical Sciences, Environmental Sciences, Engineering, or related field.
- Two (2) years of air quality and/or GIS experience.
- Valid Arizona State Driver's License is required within 30 days of hire.
- Or a combination of relative experience and/or education may substitute for the minimum requirements.
- Specific technical training and certification may be required.
Knowledge, Skills and Abilities:
- Knowledge of AP-42, CARB, WRAP, and/or other emissions inventory factors.
- Knowledge of Federal, state, and regional regulations governing environmental engineering and air quality control.
- Knowledge of principles and practices of GIS, including data compilation and conversion, and database management systems.
- Knowledge of principals and procedures used to maintain relational databases.
- Knowledge of mathematical principles including algebra, geometry, and trigonometry.
- Knowledge of geography, roads, and landmarks of County and surrounding areas.
- Knowledge of business computers utilizing standard and specialized engineering software.
- Skill in developing, manipulating, and analyzing GIS data in a variety of data formats and projections.
- Skill in interpreting and applying state and federal laws and County policies and procedures governing environmental control.
- Skill in analyzing and evaluating technical engineering data and complex computer data.
- Ability to maintain accurate and interrelated database records and identify and reconcile errors.
- Ability to follow and effectively communicate verbal and written instructions.
PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to balance, finger, grasp, handle, reach, perform repetitive motion, hear, speak, walk, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
