JOB SUMMARY
Perform professional engineering work in technical review of project plans and specifications for the Engineering Branch of the Public Works Department (PWD) and manage engineering assignments according to time lines, budgets, state and Federal regulations, County policies and codes, environmental and water quality laws, and roadway regulations under basic supervision.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
  • Perform professional civil engineering assignments using training, experience, work knowledge and abilities, review plans, specifications, and permit applications for assigned PWD engineering projects, and perform work within scope of authority and training in assigned area of responsibility.
  • Evaluate plans and permit applications to verify technical accuracy of project specifications, inspect work sites, and analyze technical reports to assure on-site work meets County regulations and PWD design standards and research and evaluate plans and technical documentation to maintain PWD quality standards.
  • Develop construction, transportation, traffic control, and flood plain management plans, and other specialized engineering specifications and technical documents.
  • Produce technical drawings for civil engineering projects, using Computer-Aided Design and Drafting (CADD) and Geographic Information Systems (GIS) software and prepare reports for PWD records, project files, and databases.
  • Review details of infrastructure in areas adjacent to PWD projects and verify all engineering issues are addressed.
  • Coordinate project plans with clients, engineers, regional agencies, and municipalities and provide customer response to citizens who need information and guidance on construction projects and floodplain management regulations.
  • Maintain and update computer files, tracking systems and databases and write technical documents and reports.
  • Verify construction and maintenance work is completed according to specifications, and that project deliverables meet PWD cost and quality requirements, review technical and analytical reports, and make technical estimates of a specialized nature for projects, contracts, and regulatory issues.
  • Assist in preparing and compiling bid documents and specifications, documenting scope of work, and soliciting bids and quotes and assist with contracts and purchase agreements for services and material.
  • Follow all safety rules and regulations, utilize proper safety precautions in all work performed, and report safety hazards, equipment problems, and emergency situations to supervisor immediately.

  • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelors Degree in Engineering, Construction Management or Civil Project Management
  • Two (2) years of professional engineering, civil construction management or civil project management.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
  • Registration as a Professional Engineer by the Arizona State Board of Technical Registration Certified Floodplain Manager (CFM).

Knowledge, Skills and Abilities:

  • Knowledge of principles of civil engineering programs, land-use planning, and construction project management.
  • Knowledge of Federal and state codes and regulations governing civil engineering and public works projects.
  • Knowledge of fundamentals of civil engineering plans and specifications and advanced mathematics and physics.
  • Knowledge of materials, methods, tools, equipment, and supplies used in PWD engineering projects.
  • Knowledge of technical drafting principles and mapping and construction survey methods, techniques, and procedures.
  • Knowledge of personal computers utilizing standard and specialized software, including GIS and AutoCAD software applications used in planning, mapping, and statistical analysis.
  • Skill in reading and understanding engineering plans, specifications, and schematics.
  • Skill in applying engineering theory and skills to solve engineering project issues and problems.
  • Skill in operating, calibrating, and maintaining specialized engineering tools and equipment.
  • Skill in interpreting technical information and producing basic engineering drawings and technical reports.
  • Skill in incorporating field notes and survey data into specialized engineering software.
  • Skill in applying algebra, geometry, and trigonometry to complex mathematical problems and making accurate computations.
  • Skill in interpreting technical instructions and analyzing complex variables.
  • Ability to promote and enforce safe work practices.
PHYSICAL DEMANDS:
The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work also requires the ability to balance, climb, crawl, crouch, finger, feel, grasp, handle, reach, perform repetitive motion, kneel, lift, pull, push, speak, hear, stand, stoop, walk, operate motor vehicles and/or heavy equipment, and demonstrate visual and mental acuity.
