Department Information

The mission of the Public Works Department is to effectively promote and maintain a high level of economic welfare and quality of life in Aurora through the planning, design, construction, inspection, review, approval and maintenance of Aurora's transportation and drainage infrastructure. They are looking for a Project Engineer to plan, review, coordinate, and perform complex professional engineering work to support the engineering services function of the Public Works Department under the supervision of the Transportation Projects Delivery Manager.


This opening within the Transportation Project Delivery(TPD) Division represents an opportunity with diverse responsibilities that aretypically different from one day to the next. Staff members are tasked with guiding transportation projects fromconcept to completion, working through shifting priorities, and using theirabilities to solve complex problems. Its necessary to draw from technical knowledge, but also to have strongcommunication, collaboration and drive to always learn new skills.

PRIMARY DUTIES & RESPONSIBILITIES

Plans, coordinates, and performs expert professionalengineering work under the supervision and direction of the TransportationProject Delivery Manager to support the transportation engineering functions ofthe Engineering Services Division of the Public Works Department.

Includes direct supervision of other engineers alsoplanning, coordinating, and performing complex work in the primary areas oftransportation planning, improvement projects, and program management. Responsible for management of projectsbeginning with initial scoping and through construction closeout. Outlined below are the necessaryqualifications specific to the delivery of transportation improvement projectsthroughout their life cycle.

  • Supervises Transportation Project Delivery staff, acts as a team leader for engineers, technicians and other support personnel
  • Supervises, evaluates, trains and instructs assigned staff; Develops operational priorities, goals, and objectives
  • Participates as supervisor in selection, hiring, training, evaluating and disciplining assigned employees
  • Work in a multi-disciplinary team to support Public Works projects and functions
  • Establishes plans, schedules, project priorities, and reviews the work of direct reports in preparing plans, specifications and cost estimates for projects and may serve as engineer of record
  • Manages professional design consultants; manages schedule and project budget and technically reviews submittals
  • Responsible for management of publicly bid transportation construction projects; Manages contractors, coordinates City inspections, reviews pay applications, and closes out project
  • Assists in design of interdepartmental complex engineering projects; Provides technical expertise to other departments and divisions
  • Represent the City with both external and internal parties, including but not limited to coordinating with outside agencies on interagency projects
  • Attends and presents at public meetings and City Council
  • Coordinates Intergovernmental Agreements with neighboring jurisdictions
  • Responds to citizen complaints and inquiries
  • Develops and implements work procedures and policies
  • May performs additional duties as assigned
MINIMUM QUALIFICATIONS


Education:

  • Bachelor'sdegree from an accredited institution in civil/transportation engineering or directly related field

Experience:
  • At least seven (7) years progressively responsible professional engineering work
  • Supervisory experience is preferred
  • Experience in municipal engineering preferred

An equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities may be considered.

Knowledge:
  • Considerable knowledge of current engineering principles and practices applicable to municipal engineering projects.
  • Knowledge of principles, practices, and theories of transportation and civil engineering.
  • Knowledge of current engineering principles and practices.
  • Familiarity with City of Aurora Roadway Design and Construction Specifications
  • Knowledge of roadway construction practices is preferred

Abilities:
  • Ability to establish and maintain effective working relationships with employees and citizens
  • Handle sensitive situations with tact and diplomacy
  • Communicate effectively both orally and in writing with the public, commissions, elected officials, and city staff regarding projects and issues
  • Establish and fulfill goals and objectives
  • Effectively supervise other employees
  • Mentor and develop technical skills in junior engineers.
  • Plan and schedule work unit operations
  • Interpret codes and criteria
  • Make decisions and solve complex technical problems

Skills:
  • Strong interpersonal, analytical and organizational skills.
  • Skills in the use of field and office engineering instruments and equipment
  • Experience with Autodesk Civil3D design software is preferred

Licenses and Certifications:
  • Registration as a Professional Engineer (PE) with the State of Colorado or ability to obtain through reciprocity from another state within 6 months of employment
  • Driver's license with a good driving history
WORKING CONDITIONS

Physical Demands:
  • Light to sedentary physical work requiring the ability to lift a maximum of 10 pounds
  • Occasional lifting and carrying
  • Frequent walking and standing for field work and meetings
  • Vision to read and interpret reports and other written documents as well as produce design work
  • Hand/eye coordination for operation of computer keyboard and engineering instruments
  • Hand/foot/eye coordination to operate a motor vehicle
  • Frequent speech communication and hearing to maintain communication with employees and citizens

Work Environment:
  • Works primarily in a clean, comfortableenvironment with occasional outdoor work including exposure to varying weatherconditions, noise and dust, and traffic
  • COVID19 Working Conditions: This position is currently designated as onewhich works from home for the majority of its duties. This designation is subject to change.

Equipment Used:
  • Computer and engineering instruments; electronic components; motor vehicle
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
