Perform enforcement of environmental regulations and environmental health inspections of the community to protect the environment through education and enforcement of rules and regulations, review applications for individual and commercial septic systems, water wells, solid and liquid waste haulers, resolve compliance and nuisance issues, and maintain appropriate records of enforcement activities under close supervision.
Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Conduct a variety of inspections including individual onsite septic systems, nuisance complaints, trash complaints, manure complaints, and overflowing and failing septic systems for compliance with rules and regulations, inspect for correct installation per established guidelines, and make legible and detailed drawing of installation.
- Provide main office and satellite coverage, accept permit applications from the public, answer any specific questions about the requirements involving permit submittals, enter data into computer, work with other departments to help the customer through the process of permit submittal, review and approve or deny permit applications, and write letters of deficiency as required for permit submittal.
- Inspect solid and liquid waste hauling trucks per established guidelines.
- Write notices of violations letters, notice of deficiencies, requests for further information, and public records requests.
- Respond to phone and in person inquiries, explain environmental regulations to owners or operators, may re-inspect the polluting sources to determine conformity with environmental control plans and specifications, and educate the public regarding issues.
- Maintain records of enforcement activities, fax information and forms, compile and submit a compliance and enforcement report to meet the requirements for the State report, and prepare routine and recurrent reports on work activities.
- To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Associate's degree in Environmental Health or Environmental Technology, Biology, Chemistry, Watershed Management, or related field.
- Two (2) years of experience monitoring, inspecting, and enforcing environmental health issues and complaints.
- Valid Driver's License with Arizona Driver's License within 30 days of hire.
- Valid registration as Arizona Sanitarian, Soils and Site Investigation Certification, and/or National Association of Waste Transporters Certification.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Knowledge, Skills and Abilities:
- Knowledge of principles and practices of Public and Environmental Health.
- Knowledge of principles and practices associated with pollution control.
- Knowledge of pertinent federal, state, and local laws, codes, and regulations as they apply to area of assignment.
- Knowledge of English usage, spelling, grammar, and punctuation
- Knowledge of modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Skill in utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Ability to keep logs, records, and writing technical reports.
- Ability to establish and maintain effective working relationships with other department staff, management, outside agencies, community groups, and the general public.
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, grasp, reach, lift, perform repetitive motion, operate motor vehicles and/or heavy equipment, hear, speak, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the first quartile require additional approval.
