JOB SUMMARY
Under general supervision, performs senior level enforcement of environmental regulations and environmental health inspections of the community to protect the environment through education and enforcement of rules and regulations; reviews plans and applications; resolves compliance and complaint issues and maintains appropriate records of inspection and enforcement activities. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Leads and/or coordinates activities of specific environmental health programs, as assigned. Independently manages assigned workload to meet program goals.
- Provides office coverage for Environmental Health programs.
- Reviews plans for food establishments and other environmental health permits, writes letters of approval and requests for further information; coordinates with business owners, contractors and architects. Consults with and provides general assistance to contractors, owners, and architects as needed; answers any questions and reviews all submitted material as necessary.
- Responds to citizen complaints and performs inspections to ensure compliance with state and county codes and regulations.
- Writes inspection reports, environmental investigation reports, notices of violations letters, notice of deficiencies, and requests for further information.
- Provides training necessary to maintain certifications.
- Coordinates activities with other departments and government entities.
- Initiates and implements enforcement action for non-compliance. Maintains records of enforcement activities.
- Maintains absolute confidentiality of work-related issues, customer records and restricted County information.
- Performs related duties as required or assigned.

COMMUNITY DEVELOPMENT
- Provides leadership, management and supervision to all elements of Environmental Services including water, wastewater, and sanitation.
- Responsible for activities related to operational programs, budget, capital programs, discipline, direction of staff, development of strategic objectives, activities.
- Manages and supervises the work of professional, technical, and field employees and reviews the work of outside consultants, developers, and contractors; manages the preparation of plan.
- Reviews and approves complex alternative on-site wastewater system designs and technologies.
- Serves as liaison with federal, state, regional elected officials and groups and the regulated community regarding water, wastewater and solid waste issues.
- Reviews applications, inspects facilities, and issues or denies construction and discharge authorization for APP permits.
- Manages complex and multi-disciplinary activities, exercises independent judgment in working with County department directors, supervisors and managers on Environmental Services projects and issues.
- Plans, coordinates, and reviews the work of assigned staff; assigns tasks and evaluates work in absent of managers
- Manages and administers the Aquifer Protection Program, Solid and Liquid Waste Program, and Well Site endorsement; reviews and inspects onsite wastewater facilities to determine conformance to applicable state, county and federal rules and regulations.
- Plans, organizes, and directs the work of the environmental programs section of the division of environmental health; and confers with all parties involved to resolve technical environmental and wastewater treatment problems
- Investigates complaints where engineering expertise is required; develops techniques and guidelines for uniform engineering inspections; establishes and maintains on-going cooperation with other regulatory agencies; and prepares rule revision proposals responding to local needs and/or conforming to statewide rules
- Attends Onsite Technical Advisory Group(OTAG) and Arizona County Directors Environmental Health Services (ACDEHSA), and Onsite Wastewater Advisory Committee (OWAC) meetings for rule development with other county representatives; provides technical assistance to staff and the general public; and identifies and resolves engineering oriented environmental control problems
- Monitors and authorizes use of budgeted Division funds; and monitors and authorizes purchases, vehicle repairs and maintenance
- Manages complex and multi-disciplinary activities, exercises independent judgment in working with County department directors, supervisors and managers on Environmental Services projects and issues.
- Maintains confidentiality of work-related issues, customer records and restricted County information; performs related duties as required or assigned.
Minimum Requirements
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelors Degree in Environmental Health or Environmental Technology, Biology, Chemistry, or related field OR equivalent certification
- Two (2) years of professional level experience environmental enforcement activities, inspecting, and enforcing environmental health issues and complaints
- Valid Drivers License with Arizona Drivers License within 30 days of hire.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements
- Arizona Registered sanitarian in good standing
- Or a certificate of training from a course recognized by the Arizona Department of Environmental Quality (Site and Soil Evaluation course offered by U of A) with at least 4 years of experience in septic system inspection

- Knowledge of principles and practices of onsite wastewater facilities.
- Knowledge of advanced project management principles, tools and techniques
- Knowledge of pertinent federal, state, and local laws, codes, and regulations as they apply to area of assignment
- Knowledge of modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases
- Knowledge of supervisory/lead principles, methods and techniques
- Knowledge of principles and practices of governmental budget preparation and administration
- Skill in utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Skill in establishing and maintaining effective working relationships with other department staff, management, outside agencies, community groups and the general public.
- Skill in interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Ability to apply project management techniques and principles.
- Ability to Develop and monitor departmental and program/project operating budgets, costs, and schedules
- Ability to supervising, leading, and delegating tasks and authority in absence of supervisors.
Incumbents in this position will be exposed to both an indoor and outdoor environment; have the ability to independently stand, walk, climb or descend multiple stairways quickly, lift, bend, stoop, and sit for prolonged periods and/or drive a vehicle. Manual dexterity to reach and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see and read; hear and speak well enough to communicate at a normal conversation level in person and over the phone. Must be capable of traveling throughout the State, work holidays, weekends and nights, if needed.
