General Summary: Identifies and assesses sponsored programs (inclusive of grants, contracts, and cooperative agreement) opportunities; Manages and participates in proposal development and effective administration of funded projects; Provides comprehensive oversight for all pre- and post-award management of sponsored programs and sponsored research activities.


Requirements: Master's degree in an appropriate field and a minimum of four years of experience in sponsored programs (inclusive of grants, contracts and cooperative agreement) development, administration and overall oversight. Strong facilitation, written and oral communication knowledge, skills and attitude required. Ability to garner cooperation and sponsored programs compliance without direct reporting authority. Must have strong knowledge and skills in supervision and leadership, budgeting and planning and be analytical and organizational. Diplomacy and experience with project management required, preferably in a higher education setting.


Duties:


1. Lead, train, and manage staff in the Office of Sponsored Programs who are responsible for the essential functions of the Office, such as proposal preparation and review, agreement negotiation, and award management.


2. Identifies public funding opportunities, and works closely with the CCAC Educational Foundation to determine private funding opportunities available to the College.


3. Informs CCAC administration of opportunities, requirements, guidelines and responsibilities for potential sponsored programs (inclusive of grants, contracts, and cooperative agreements) funds.


4. Participate in the negotiation/navigation of complex contractual and compliance issues that arise from sponsored programs and sponsored program proposals and agreements.


5. Assist in the development of large institutional grant proposals.


6. Coordinates institutional adherence to the Federal Office of Management & Budget (OMD) Uniform Guidance Regulations and related matters to ensure reporting and regulatory compliance for programs and projects.


7. Provides advice and counsel regarding technical and fiscal requirements and restraints.


8. Interprets prospective funding agencies guidelines regarding appropriate sponsored programs administration.


9. Supervises grants and other sponsored programs activities and maintains departmental budget.


10. Monitors the development and implementation of grant applications and proposals as well as the operation of all sponsored programs funded projects.


11. Develops and implements recommendations for improvements to processes and operations.


12. Identifies sponsored programs-related fiscal and legislative issues.


13. Coordinates the implementation of administrative procedures for newly funded initiatives.


14. Coordinates system-wide training for college staff and faculty on sponsored programs development and management.


15. As a visible and widely known leader, the ED serves as CCAC's principal point of contact for matters related to publicly-funded grants.


16. Prepares reports for and interacts with college leadership teams.


17. Represents the College, when appropriate, at meetings, workshops and conferences.


18. Performs other duties as assigned.


Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
